Book Understanding the Determinants of Economic Informality in Paraguay

Download or read book Understanding the Determinants of Economic Informality in Paraguay written by Michael J. Pisani and published by Springer Nature. This book was released on 2019-08-21 with total page 181 pages. Available in PDF, EPUB and Kindle. Book excerpt: For several years, the government of Paraguay has sought to address the issue of informality, both as a response to poverty reduction and a means to expand its tax base. While effort has been undertaken to describe informality, the government lacks the capacity and perhaps the will to analyze the phenomenon through a robust empirical lens. Hence, little is known about the informal economy beyond anecdotes, personal interactions, and description. This book is the first to comprehensively, rigorously, and empirically study the determinants of informality in Paraguay. This book is of vital interest to those studying the Paraguayan economy, development economics, Latin American economics, and informality.

Book Losing Ground in the Employment Challenge

Download or read book Losing Ground in the Employment Challenge written by Albert Berry and published by Routledge. This book was released on 2017-07-05 with total page 355 pages. Available in PDF, EPUB and Kindle. Book excerpt: Most developing countries face significant and sometimes dramatic challenges in generating stable jobs that provide reasonable incomes and decent working conditions. For developing countries that have undergone lengthy periods of economic stagnation, these challenges are especially acute, and popular dissatisfaction correspondingly marked.Paraguay is a case in point. It is unlikely that any "employment policy" could lead to a major improvement in the quality of labor market outcomes unless designed and implemented in a sophisticated and coherent way. Such an approach has been infrequent in developing countries in general, and especially so in those that, like Paraguay, also suffer severe institutional weaknesses of governance. Paraguay's past failure in employment creation is mainly the result of a number of structural weaknesses described in this volume. Its current crisis is also the accumulated legacy of over a quarter century of economic stagnation and political failure fl owing from those weaknesses. The new reformist administration of President Fernando Lugo has raised hopes that the future might be better than the past. This study aims to contribute to improved policy making by analyzing the source of the problems and providing policy recommendations. The chapters describe the potential contribution of various policy areas in the face of a dauntingly negative track record and identify a number of steps that have to be taken if success is to be achieved. They put into perspective the reforms that have been undertaken to date by the country's previous administration.Paraguay's experience offers insight into the problems faced by other developing countries in today's global economy. The central message is that policy improvements must be made in a number of areas and implemented in a coordinated fashion for there to be any reasonable hope of success.

Book Agricultural growth efficiency and family agriculture in Paraguay

Download or read book Agricultural growth efficiency and family agriculture in Paraguay written by Nin-Pratt, Alejandro and published by Intl Food Policy Res Inst. This book was released on 2018-08-09 with total page 67 pages. Available in PDF, EPUB and Kindle. Book excerpt: Between 2001 and 2012, Latin America and the Caribbean’s (LAC) agriculture saw its best performance of the last 30 years. What were the implications of this growth for family agriculture (FA) in the region? This study contributes to answer this question by looking at the case of Paraguay, a country with one of the fastest growing agricultural sectors in the region during this period. At the center of the development challenges faced by this country is the debate on the role of family agriculture and smallholders in a future growth strategy. Between 1991 and 2008 the number of family workers in agriculture decreased significantly, while the total area of FA crops decreased to only 48 percent of its level in 1991. As some authors argued in the past, the 2000s represent a turning point for FA development in Paraguay, given that until 2002, the total area of farms of less than 20 hectares was still increasing, a trend that reversed after this year. Are these changes, part of a process of impoverishment of the rural population resulting from displacement of FA by the commercial sector as is normally assumed in previous studies? Evidence from this study shows that rural poverty decreased almost by half between 2003 and 2015; that the reduction of output of crops traditionally produced by FA was not the result of competition with the commercial sector, but mostly a consequence of the collapse of cotton production, a failure of a government program for FA; and that in regions with high proportion of FA, commercial crop production expanded by displacing inefficient extensive livestock farmers and not FA agriculture. We conclude that the situation of FA in Paraguay is much more diverse and complex than the simple claims of decomposition and disappearance as the result of the expansion of capitalist farmers. In this context, there are options for the government to promote the development of FA with the goal of increasing employment opportunities in rural areas while achieving a much-needed diversification of agricultural production and exports.

Available in PDF, EPUB and Kindle. Book excerpt: Paraguay: Addressing the Stagnation and Instability Trap provides an overview of the analytical insights and policy challenges that a country faces while on the path to sustained growth with stability. It covers a wide range of themes, including improving macroeconomic assessments and policy implementation, eliminating turbulence and deepening financial reforms, and, most important of all, enhancing growth performance and reducing poverty. This book provides useful guidance for policymakers by examining the improvements in policy implementation in Paraguay since the regional crisis of 2002. The chapters discuss how to correct economic imbalances and institutional shortcomings in the context of an economic reform program. The results have been impressive with the Paraguayan economy experiencing the highest growth in a quarter of a century and the strongest financial system in decades.
