Book excerpt: This edited volume explores the question of the lawfulness under international law of economic activities in occupied territories from the perspectives of international law, EU law, and business and human rights. Providing a multi-level overview of relevant practices, policies and cases, the book is divided in three parts, each dealing with how different legal fields have come to grips with the challenges brought about by the question of the lawfulness under international law of economic activities in occupied territories. The first part includes contributions pertaining to the international law dimension of the question. It contains chapters on the conjunction between jus in bello, jus ad bellum and international human rights law in the context of exploitation of natural resources in territories under belligerent occupation; on third party obligations flowing from the application of occupation law in relation to natural resources exploitation; and on State practice with regards to trading with occupied territories. The second part focuses on EU law and contains contributions that assess the EU’s approach to occupied territories and the extent to which this approach comports with the EU’s obligations under international law; contributions providing an in-depth assessment of the case-law of the CJEU on occupied territories; as well as contributions pertaining to the political considerations that may influence the legal framing of questions pertaining to occupied territories. The final part focuses on the business and human rights perspective, with chapters on investment arbitration as a means for holding the occupant accountable for its conduct towards foreign investments and investors; on the role and impact of the soft law framework governing corporate activity (such as the UN Guiding Principles) on business involvement with occupied territories; as well as a final case study on the dispute involving Israeli football activity in settlements located in the OPT and the legal responsibility of FIFA in this regard. Book excerpt: State-owned enterprises (SOEs) combine economic activities resulting from their position on the market with non-economic functions determined by the state owner. In many of the world’s major economies, SOEs play an important role, and in some, such as China, India, Russia and Brazil, they are outright dominant. At the same time, the existence of SOEs is largely ignored by economic theory and the current figures on SOEs on a global scale available in the literature are questionable in terms of their methodological validity and thus they do not allow for a proper cross-country analysis. This book fills this research gap. It focuses on the scope and importance of SOEs in a broad group of the largest economies, primarily on a variety of quantitative estimates. It contains the results of an extensive and unique empirical study of 37 of the world’s largest economies over the period from 2009 to 2018. The findings showed that the average share of SOEs – measured by operating revenues and total assets – in the group of the largest 100 enterprises (Top 100) of a given country is nearly 30%, while in the Top 20 group it is even slightly higher. The authors present an econometric analysis showing the relationship between the scope of SOEs and the various economic and non-economic characteristics of the studied set of countries. The book also contains an in-depth discussion of selected key issues, such as the functions of SOEs in various types of economies, the role of SOEs in capital markets and the phenomenon of SOEs with foreign capital. This work is addressed to both academic economists, dealing with macroeconomics and economic policy, as well as researchers and analysts from various international organizations and think-tanks.

This study is the first comprehensive analysis of the extent of informality and its implications for a durable economic recovery and for long-term development. It finds that pervasive informality is associated with significantly weaker economic outcomes--including lower government resources to combat recessions, lower per capita incomes, greater poverty, less financial development, and weaker investment and productivity.

The State and the City deals with a key issue in the political economy of cities—the role of the state. Ted Robert Gurr and Desmond S. King argue that theoreticians from both the left and the right have underestimated the significance of state action for cities. Grounding theory in empirical evidence, they argue that policies of the local and national state have a major impact on urban well-being. Gurr and King's analysis assumes modern states have their own interests, institutional momentum, and the capacity to act with relative autonomy. Their historically based analysis begins with an account of the evolution of the Western state's interest in the viability of cities since the industrial revolution. Their agument extends to the local level, examining the nature of the local state and its autonomy from national political and economic forces. Using cross-national evidence, Gurr and King examine specific problems of urban policy in the United States and Britain. In the United States, for example, they show how the dramatic increases in federal assistance to cities in the 1930s and the 1960s were made in response to urban crises, which simultaneously threatened national interests and offered opportunities for federal expansion of power. As a result, national and local states now play significant material and regulatory roles that can have as much impact on cities as all private economic activities. A comparative analysis of thirteen American cities reflects the range and impact of the state's activities at the urban level. Boston, they argue, has become the archetypical postindustrial public city: half of its population and personal income are directly dependent on government spending. While Gurr and King are careful to delineate the limits to the extent and effectiveness of state intervention, they conclude that these limits are much broader than formerly thought. Ultimately, their evidence suggests that the continued decline of most of the old industrial cities is the result of public decisions to allow their economic fate to be determined in the private sector.

This report examines the response to SARS by public health systems in individual countries, the biology of the SARS coronavirus and related coronaviruses in animals, the economic and political fallout of the SARS epidemic, quarantine law and other public health measures that apply to combating infectious diseases, and the role of international organizations and scientific cooperation in halting the spread of SARS. The report provides an illuminating survey of findings from the epidemic, along with an assessment of what might be needed in order to contain any future outbreaks of SARS or other emerging infections.
