Book excerpt: Concern about acid deposition, commonly referred to as acid rain, as a widespread pollution problem with severe ecological consequences has heightened public awareness. Many authorities fear that acid deposition may be the worst environmental crisis of our industrialized society because of both the global implications and possible widespread, irreversible damage to lakes, soils, and forested ecosystems. Neither state nor international boundaries are exempt from the transport and deposition of airborne pollutants resulting from local and distant emission sources. The dilemma and debate will continue as long as society requires fossil fuels for its energy needs without regard to emission constraints. This book started as a modest attempt to provide a status report on atmospheric transport, the chemical processes which produce acidifying agents, and resultant ecological and economic consequences. The materials in this book have been substantially revised from those presented at the conference in 1983. It became obvious that additional chapters were required when sudden and profound changes occurring in European forests were reported. It is felt that perhaps such damages could be an early warning to forested ecosystems in the northeastern United States and Canada as well as other places throughout the world. Most importantly, it is essential that gained scientific knowledge be translated into required legislation - a section on Policy Issues was incorporated to address these concerns. International contributions to the volume are drawn from the Federal Republic of Germany, the U.S.A., Canada, Brazil, Switzerland, Austria, Israel, France and the United Kingdom. Some of these nations have experienced acid deposition on a regional scale for considerable periods of time; for others the phenomenon is an emerging problem. This collection of papers has been compiled by invitation to eminent members of the acid deposition research community and by selection from a carefully targeted call for papers. It is primarily designed to meet the needs of researchers, lecturers and postgraduate students in environmental disciplines and for environmental policy makers. It is of interest to professionals in related disciplines and essential as a reference text for libraries. The volume is divided into four broad themes: Emissions, chemistry and deposition; Ecosystem effects (freshwater, soils and forest systems); Effects on structural materials; Mitigation, control and management. Each of these sections provides an overview of contemporary understanding, presents new experimental or field evidence and provides guidance for our future research agenda.

Book excerpt: 'Acid rain' is a broad term used to describe several ways that acids fall out of the atmosphere. A more precise term is acid deposition, which has two parts: wet and dry. Wet deposition refers to acidic rain, fog, and snow. As this acidic water flows over and through the ground, it affects a variety of plants and animals. The strength of the effects depends on many factors, including how acidic the water is, the chemistry and buffering capacity of the soils involved, and the types of fish, trees, and other living things that rely on the water. Dry deposition refers to acidic gases and particles. About half of the acidity in the atmosphere falls back to earth through dry deposition. The wind blows these acidic particles and gases onto buildings, cars, homes, and trees. Dry deposited gases and particles can also be washed from trees and other surfaces by rainstorms. When that happens, the runoff water adds those acids to the acid rain, making the combination more acidic than the falling rain alone. Prevailing winds blow the compounds that cause both wet and dry acid deposition across state and national borders, and sometimes over hundreds of miles. Current opinions differ widely, in part because for every proposed link between acid rain and adverse environmental effects an alternative explanation based on other phenomena can be or has been proposed, and in many cases cannot be readily dismissed. The specific areas addressed in this volume include the emissions of sulfur and nitrogen oxides, precipitation chemistry, atmospheric sulfates and visibility, surface water chemistry, sediment chemistry and abundance of diatom taxa, fish populations, and forest productivity. The book then draws conclusions about the acid deposition-phenomenon relationship, identifying phenomena which are directly acid deposition-caused and suggesting others apparently caused by human activities unrelated to acid deposition.

Ocean Acidification: A National Strategy to Meet the Challenges of a Changing Ocean reviews the current state of knowledge, explores gaps in understanding, and identifies several key findings. Like climate change, ocean acidification is a growing global problem that will intensify with continued CO2 emissions and has the potential to change marine ecosystems and affect benefits to society. The federal government has taken positive initial steps by developing a national ocean acidification program, but more information is needed to fully understand and address the threat that ocean acidification may pose to marine ecosystems and the services they provide. In addition, a global observation network of chemical and biological sensors is needed to monitor changes in ocean conditions attributable to acidification.

Ulrich). THE PROBLEM SEEN UNDER THE ASPECT OF ADMINISTRATION The problem of forest damage caused by air pollution is not new in Europe. Already in 1983 a comprehensive report from Schroeder and Reuss about vegetation damages by fume in the Harz mountains was published. In 1923, Prof. Dr. Julius Stocklasa of the Bohemian Technical Highschool in Prague was concerned with research of toxical effects of sulphur dioxide in his publication "The damage of vegetation by flue gas and exhalations of facili ties". This comprehensive and instructive work concludes with the sentence: "It is already high time for the governments of all cultural states to take legal, police and private measures in order to prevent damage by flue gases". In the neighbourhood of industries with high gaseous and dust emissions damages have been shown to occur for a long timei these deleterious effects have influenced the growth of trees and in extreme cases have even caused their early death.

Scientific articles about acid rain initially appeared in 1972. The public turned its attention to the issue in the mid-1970s. In April 1979, the first acid rain bill was introduced in the Senate, authored by New York's Senator Daniel P. Moynihan. The bill sought to establish a federal research program dedicated to filling the gaps in understanding of the phenomena of long-range transport of air pollutants and their environmental, health and economic impacts. 'The bill was passed into law in 1980. Since then, tens of bills have been proposed to control emissions of S02 and NO , x thought to be the precursors of acid rain. And yet, in contrast with the pattern set by the majority of environmental issues, where legislation followed very quickly on the heels of public anxiety and involvement, by July 1985 not a single federal acid rain control bill had been passed.
