Book ECCU Business Cycles

Download or read book ECCU Business Cycles written by Mr.Wendell A. Samuel and published by International Monetary Fund. This book was released on 2009-04-01 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: With a fixed peg to the U.S. dollar for more than three decades, the tourism-dependent Eastern Caribbean Currency Union (ECCU) countries share a close economic relationship with the U.S. This paper analyzes the impact of the United States on ECCU business cycles and identifies possible transmission channels. Using two different approaches (the common trends and common cycles approach of Vahid and Engle (1993) and the standard VAR analysis), it finds that the ECCU economies are very sensitive to both temporary and permanent movements in the U.S. economy and that such linkages have strengthened over time. There is, however, less clear-cut evidence on the transmission channels. United States monetary policy does not appear to be an important channel of influence, while tourism is important for only one ECCU country.

Book The Eastern Caribbean Economic and Currency Union

Download or read book The Eastern Caribbean Economic and Currency Union written by Mr.Alfred Schipke and published by International Monetary Fund. This book was released on 2013-04-10 with total page 546 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Eastern Caribbean Economic and Currency Union (OECS/ECCU) is one of four currency unions in the world. As in other parts of the world in the aftermath of the global economic and financial crisis, the region is at a crossroads, facing the major challenges of creating jobs, making growth more inclusive, reforming the banking system, and managing volatility, while grappling with high public debt and persistent low economic growth. Policymakers have the critical task of implementing strong reforms to strengthen the monetary union while also laying the foundation for accelerating growth. This Handbook provides a comprehensive analysis of the key issues in the OECS/ECCU, including its organization and economic and financial sector linkages, and provides policy recommendations to foster economic growth.

Book Financial Conditions and Growth at Risk in the ECCU

Download or read book Financial Conditions and Growth at Risk in the ECCU written by Mr.Takuji Komatsuzaki and published by International Monetary Fund. This book was released on 2019-11-15 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: We study the growth determinants in the Eastern Caribbean Currency Union (ECCU), using the Growth at Risk (GaR) framework with a focus on financial variables. We find that excessive bank credit growth is associated with lower future real GDP growth in the medium term especially on the low quantiles of growth distribution. Moreover, worsening of both global financial conditions and external conditions are associated with lower future growth in the short term, especially at the high quantiles of growth distribution. Country-specific results are broadly in line with ECCU-wide results, with some variation potentially due to the strong Citizenship-By-Investment program inflows and lack of credit union data. The establishment of a macroprudential framework in the ECCU would need to pay close attention to credit growth not only of banks but also credit unions and continue to monitor global and external conditions.

Book Debt Growth and Natural Disasters A Caribbean Trilogy

Download or read book Debt Growth and Natural Disasters A Caribbean Trilogy written by Sebastian Acevedo Mejia and published by International Monetary Fund. This book was released on 2014-07-16 with total page 47 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper seeks to determine the effects that natural disasters have on per capita GDP and on the debt to GDP ratio in the Caribbean. Two types of natural disasters are studied –storms and floods– given their prevalence in the region, while considering the effects of both moderate and severe disasters. I use a vector autoregressive model with exogenous natural disasters shocks, in a panel of 12 Caribbean countries over a period of 40 years. The results show that both storms and floods have a negative effect on growth, and that debt increases with floods but not with storms. However, in a subsample I find that storms significantly increase debt in the short and long run. I also find weak evidence that debt relief contributes to ease the negative effects of storms on debt.

Book Explaining High Unemployment in ECCU Countries

Download or read book Explaining High Unemployment in ECCU Countries written by Ronald James and published by International Monetary Fund. This book was released on 2019-07-11 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent years, unemployment rates in some ECCU countries have been among the highest globally. This paper evaluates several factors that could explain them, finding that high unit labor costs, in a context of strong unionization, are significantly associated with high structural unemployment, while the global crisis added a cyclical component. Our analysis also suggests that high-paid jobs in the public and tourism sectors, which have been growing considerably in recent decades, could have increased the reservation wage and lowered labor force participation. We find no indication that high structural unemployment is related to the phase out of EU preferences on bananas/sugar exports or to a skills mismatch. As expected, unemployment has been substantially, but only temporarily fueled by large natural disasters.

Book The Eastern Caribbean Currency Union

Download or read book The Eastern Caribbean Currency Union written by Mr.Antonio Lemus and published by International Monetary Fund. This book was released on 2012-01-01 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper studies the nature of the shocks affecting the Eastern Caribbean Currency Union (ECCU), and examines whether a hypothetical Eastern Caribbean fiscal insurance mechanism could insure member countries of the union against asymmetric national income shocks. The empirical results suggest that a one dollar reduction in an ECCU member country's per capita personal income could trigger, through reduced income taxes and increased transfers, flows equivalent to about 7 percent of the initial income shock. Each member of the currency union could benefit as well, although the extent of shock mitigation differs across individual countries.

The second half includes country-specific chapters, which provide an overview of each countries economic performance since independence and the main challenges ahead.

Book Government Wage Bill Management and Civil Service Reform in the Eastern Caribbean Currency Union

Download or read book Government Wage Bill Management and Civil Service Reform in the Eastern Caribbean Currency Union written by Mr.A. E. Wayne Mitchell and published by International Monetary Fund. This book was released on 2019-05-17 with total page 33 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this study, we assess the size of the government wage bill and employment in the member countries of the Eastern Caribbean Currency Union and their implications for fiscal sustainability and the adequacy of public service delivery. Over the period 2005 to 2015 their wage bill (as a percentage of GDP, government revenues and expenditures) is higher than in other small states notwithstanding recent efforts by governments to make it more manageable. The composition and distribution of employment is sub-optimal and is reflected in skills mismatches contributing to inefficiencies in public service delivery. Using a dynamic fixed-effects panel, we find that wage bill growth reflects the expansion of government activities to speed up economic and social development and that wage bill spending is procyclical in good times but is rigid during downturns. Finally, we identify the main institutional and legal reforms needed to improve wage bill management and public service efficiency.

Book On Bank Consolidation in a Currency Union

Download or read book On Bank Consolidation in a Currency Union written by Fabio Di Vittorio and published by International Monetary Fund. This book was released on 2018-04-24 with total page 26 pages. Available in PDF, EPUB and Kindle. Book excerpt: The paper focuses on the impact of diversification on bank performance and how consolidation through mergers and acquisitions (M&A) affects the banking sector’s stability in the Eastern Caribbean Currency Union (ECCU). The paper finds that a lower level of loan portfolio diversification explains higher non-performing loans and earnings volatility of indigenous banks, as compared to foreign competitors in the ECCU. We then simulate bank mergers both within and across ECCU countries by combining individual banks’ balance sheets. The simulation shows that a typical indigenous bank could better diversify against its idiosyncratic risk by merging with other banks across the border. In addition, we point out that M&A, leading to a more asymmetric banking sector, may increase systemic risk.
