Selon l'Organisation Mondiale de la Santé (source : 2004), 1.1 milliards de personnes n'ont pas accès à l'eau potable et 2.4 milliards n'ont pas accès à des infrastructures, même sommaires, d'assainissement. Conséquence de tout cela, l'insuffisance et la mauvaise qualité de l'eau domestique, associée à l'insalubrité provoquent la mort de près de 10.000 personnes par jour, dont une forte majorité d'enfants. La Communauté Internationale à travers le Comité des Nations Unies a reconnu en novembre 2002 l'accès à l'eau et à l'assainissement, au delà d'un besoin, comme un droit fondamental de l'être humain. Mais l'accès à l'eau n'est pas seulement un facteur important de santé publique, il conditionne aussi le développement socio-économique des populations : agriculture, élevage, industrie, commerce et vie quotidienne sont dépendants d'un accès à l'eau en quantité et en qualité suffisantes. Le manque d'eau se décline aussi en pauvreté et en retard au développement. Par leur implication préventive dans la santé publique et leur rôle incontournable dans la sécurité alimentaire, les programmes " Eau et Assainissement " d'Action Contre la Faim s'inscrivent dans la prévention de la malnutrition, de la morbidité, ainsi que de la mortalité en général, qui représentent l'objectif principal des interventions de l'organisation. Ces interventions, qui concernent aujourd'hui simultanément plus de 40 pays parmi les plus défavorisés, défendent le respect d'une gestion intégrée de la ressource, prenant en compte l'environnement et les populations ainsi qu'une assistance prioritaire aux populations les plus démunies - déplacées, réfugiées, exclues, victimes des conflits et des désastres naturels. Ce défi humanitaire ne s'improvise pas. Il se base, pour Action Contre la Faim, sur plus de 25 ans d'expertises techniques s'appuyant sur des recherches opérationnelles et sur la mise en œuvre d'un savoir-faire intégrant les bénéficiaires des projets depuis leur définition jusqu'à leur évaluation. Ce livre est un résultat de cette expérience partagée, le fruit de cette rencontre. Il présente les méthodes et les techniques d'intervention essentielles à la réalisation de projets " Eau et Assainissement " : recherche d'eaux souterraines, forages, puits, captages de sources, réseaux de distribution gravitaire, traitement et distribution d'eau de surface, stockage d'eau de pluie, mais aussi infrastructures et mesures sanitaires, promotion de l'hygiène, développement des capacités locales et bien d'autres choses encore. Il valorise, au delà de l'approche technique pure, une stratégie d'intervention raisonnée dans le secteur de l'eau et de l'assainissement, valorisant l'impact, la pertinence, la cohérence et surtout la pérennité des projets à travers une gestion locale. Ce manuel, dédié aux populations meurtries qui ont collaboré avec nous sur les terrains et à nos équipes, est la deuxième édition en français, abondamment revisitée, de l'ouvrage Alimentation en eau des populations menacées, par Eric Drouart et Jean Michel Vouillamoz (1999).
