Not only governments, but social movements were also touched by the establishment of the Independent Trade Union Solidarnosc in the summer of 1980, the proclamation of martial law in December 1981, and Solidarnosc's underground activity in the subsequent years. In many countries, campaigns were set up in order to spread information, raise funds, and provide the Polish opposition with humanitarian relief and technical assistance. Labor movements especially stepped into the limelight. A number of Western European unions were concerned about the new international tension following the Soviet invasion of Afghanistan and the new hard-line policy of the US and saw Solidarnosc as a political instrument of clerical and neo-conservative cold warriors. This book analyzes reaction to Solidarnosc in nine Western European countries and within the international trade union confederations. It argues that Western solidarity with Solidarnosc was highly determined by its instrumental value within the national context. Trade unions openly sided with Solidarnosc when they had an interest in doing so, namely when Solidarnosc could strengthen their own program or position. But this book also reveals that reaction in allegedly reluctant countries was massive, albeit discreet, pragmatic, and humanitarian, rather than vocal, emotional, and political.

Reflection on memory and its ties with historical narratives cannot be separated from reflection on the visual and the image as its points of reference which function in time. This volume addresses precisely that temporal aspect of the image, without reducing it to a neutral trace of the past, a mnemotechnical support of memory. As a commemorative device, the image fixes, structures, and crystalizes memory, turning the view of the past into myth. It may, however, also stimulate, transform, and update memory, functioning as a matrix of interpretation and understanding the past. The book questions whether the functioning of the visual matrices of memory can be related to a particular historical and geographical scope, that is, to Central and Eastern Europe, and whether it is possible to find their origin and decide if they are just local and regional or perhaps also Western European and universal. It focuses on the artistic reflection on time and history, in the reconstructions of memory due to change of frontiers and political regimes, as well as endeavours to impose some specific political structure on territories which were complex and mixed in terms of national identity, religion and social composition. Book excerpt: The euro crisis, several sovereign debt crises, the Great Recession, the refugee crisis, and Brexit have all challenged Europeans’ willingness to show solidarity with other European citizens and member states of the European Union. European Solidarity in Times of Crisis provides a clear theoretical framework to understand European solidarity for the first time. It offers a systematic empirical approach to determine the strength and causes of European solidarity. The authors distinguish between four domains of solidarity and test a set of theoretically derived criteria with a unique dataset to investigate European solidarity. Based on a survey conducted in thirteen EU member states in 2016, the empirical analysis leads to some unanticipated results. Europeans display a notably higher degree of solidarity than many politicians and social scientists have presumed so far. This especially applies to the support of people in need (welfare solidarity) and the reduction of territorial disparities between rich and poor EU countries (territorial solidarity), but also to the domain of fiscal solidarity (financial support of indebted EU countries). This optimistic view is less true for the domain of refugee solidarity. While citizens of western and southern EU countries accept the accommodation of refugees and their allocation between European countries, the majority of people in eastern European countries do not share this point of view. The book will appeal to students and scholars in fields such as comparative sociology, political science, social policy and migration research, and European studies. It is also relevant to a non-academic audience interested in the development of the European project.

Many people feel that unions represent the interests of protected workers in good jobs at the expense of workers with insecure employment, low pay, and less generous benefits. Reconstructing Solidarity: Labour Unions, Precarious Work, and the Politics of Institutional Change in Europe argues the opposite: that unions try to represent precarious workers using a variety of creative campaigning and organizing tactics. Where unions can limit employers' ability to 'exit' labour market institutions and collective agreements, and build solidarity across different groups of workers, this results in a virtuous circle, establishing union control over the labour market. Where they fail to do so, it sets in motion a vicious circle of expanding precarity based on institutional evasion by employers. Ieconstructing Solidarity examines how unions build, or fail to build, inclusive worker solidarity to challenge this vicious circle and to re-regulate increasingly precarious jobs. Comparative case studies from fourteen European countries describe the struggles of workers and unions in industries such as local government, retail, music, metalworking, chemicals, meat packing, and logistics. Their findings argue against the thesis that unions act primarily to protect labour market insiders at the expense of outsiders.
