In these years Eisenhower worked hard to hold the focus of American national politics on the two major objectives he had set for his presidency in 1952: to sustain the policy of containment without precipitating a war with the Soviet Union and to reduce the role of the federal government in U.S. domestic affairs. In both cases, events at home and abroad intruded—diverting attention to immediate problems, endangering the peace, and forcing the White House to devote most of its leadership to the crises of the day. As president during this tense period, Eisenhower maintained an extensive and revealing correspondence with prominent individuals as well as with personal friends. These letters, together with the occasional entries made in his diary, shed considerable light upon the major national concerns of the 1950s. The volumes also include private and secret correspondence previously unavailable to scholars. Some of these items have been only recently declassified, and many appear here in print for the first time. Taken as a whole, the Eisenhower papers from 1957-61 provide firm documentary evidence of the manner in which Eisenhower dealt with the complex internal and external problems faced by all of our modern political leaders.

A number of countries have completely eliminated the use of lead additives in gasoline, but in Central and Eastern Europe, lead still ranks as one of the most serious and widespread environmental hazards--yet one that is relatively inexpensive to remedy. At a major international conference on the environment held in Switzerland in 1993, fifty countries endorsed the Environmental Action Programme for Central and Eastern Europe, which addressed environmental priority issues such as lead exposure. Phasing out Lead from Gasoline in Central and Eastern Europe summarizes the findings of case studies on lead phase-out as a first-step study designed to assist in the implementation of the Environmental Action Programme. It examines major sources and levels of lead exposure in the region, looks at the costs of phasing out leaded gasoline, describes progress in reducing lead exposure over the past 5-8 years, identifies human health improvements, and draws on lessons of experience from countries in the region. One of the case studies, for example, describes in detail the complete phase-out of leaded gasoline in the Slovak Republic. Although it recognizes the importance of dealing with all significant sources of lead exposure, the study focuses on lead exposure from the exhaust of vehicles using leaded gasoline.

It brings together specialists from Russia, Eastern and Western Europe to discuss these issues from the broad European perspective, although particular attention is paid to the problems of dissemination and access in Russia and Eastern Europe which are rarely addressed in the Western literature. It also brings together specialists from the three major communities involved in the circulation of information, groups which rarely speak to each other: data providers, data brokers and data users. The result is a series of illuminating insights into the access and dissemination issues confronting these different geographical and functional communities and some imaginative proposals about ways in which obstacles and problems might be overcome.
