In addition, the book marks progress towards a new conceptual framework for the study of territorial separatism, by linking the survival of communities in international politics with the effective control of territory and the consequent creation of new polities. Separatist conflicts challenge conventional wisdom concerning conflict resolution within the context of international relations by unpacking a number of questions with regard to conflict transformation. President Ramos-Horta arrived in Darwin for treatment just as some of the authors represented here were leaving the town, having participated in a two day discussion on the theme Democratic Governance in Timor-Leste: Reconciling the Local and the National. The timing of the conference seemed almost prophetic given the concerns raised by the delegates regarding the ongoing conflict and violence in Timor-Leste. Some contributors revised their papers for publication in light of the horrifying attacks on the lives of Timor-Leste¿s leaders; others let their discussion stand as it had been presented at the conference. The result is an important collection of articles that provides highly pertinent insights into the current dilemmas of the government and people of the new republic to Australia¿s north. The book gives voice to East Timorese commentators as well as to Australian and other international scholars. The volume explores the necessity to come to terms with the past in order to move on to a better future. It also considers the role of the state and parliament in the new democracy while seeking to set these against the cultural and social practices of the people at whom development is aimed. Finally, it examines the role of the agencies that have sought to assist in the country¿s transformation from a colonised to a post-colonial society with a sound economic future. The occupation, which lasted 24 years, was immediately resisted through guerrilla warfare and clandestine resistance. A continuum of effort between the armed freedom fighters in the mountains, the resilience of urban supporters, and international activism and support eventually brought about liberation in September 1999. Given that the Timor rebels did not have a land border with a friendly state, had no external supplier of weapons and no liberated area in which to recover between guerrilla operations, their successful resistance is unique in the history of guerrilla warfare and independence struggles. Equally uncommon was an unexpected weapon in the struggle -- a remarkable display of strategic non-violent action. This is the first study to integrate all the major factors in East Timor's independence struggle. Book excerpt: East Timor, the world's newest nation, finally gained its independence in 2002, following half a millennium of Portuguese rule and 24 years of Indonesian occupation. That occupation produced a refugee diaspora spread between Portugal and Australia that has been integral in advancing East Timor's cause abroad. Because East Timorese in the diaspora identified strongly as exiles and invested so much in pursuing East Timor's independence, the homeland's liberation has complicated the very basis on which many have "imagined" themselves since fleeing to Australia. Wise interrogates the space after exile for members of the East Timorese diaspora in Australia, in dialogue with key debates on diasporic identities within cultural studies, contemporary anthropology, and cultural geography. Drawing on innovative ethnographic research, Exile and Return Among the East Timorese explores questions of shifting identity and home, trauma and embodiment, belonging and return among the East Timorese abroad at this critical juncture in their lives. The book asks what forms of cultural identity emerge among politically active refugee diasporas, what happens to such groups when the dream of homeland is fulfilled, and how they renegotiate a sense of home after exile.
