It provides a broad development strategy, identifies the scale and distribution of provision for new housing and priorities for the envrionment, transport, infrastructure, economic development, agriculture, energy, minsreals. waste treatment and disposal. The strategy also provides the longer term planning framework for the Regional Economic Strategy (RES) prepared by the East Midlands Development Agency. The regional plan is divided into four sections: core strategy; spatial strategy; topic based priorities; sub-regional strategies. This document replaces the Regional spatial strategy for the East Midlands (RSS8) (2005, ISBN 9780117539419) except for paragraphs 1-70 of section 6 comprising Part A of the Milton Keynes and South Midlands Sub-Regional Strategy, which remains extant. It also replaces all policies in adopted structure plans except for the Northamptronshire Structure Plan policy SDA1 which remains extant.

Book excerpt: The Local Democracy, Economic Development and Construction Bill proposes substantial changes to the way that economic development policies are delivered. The four main proposals relating to economic development are: merging the existing regional economic and spatial strategies into a single integrated regional strategy, with local authorities and regional development agencies (RDAs) being jointly responsible for its drafting and agreement; giving local authorities the duty to undertake an economic assessment of their areas; devolving funding to local authorities to enable them, rather than RDAs, to deliver economic development policies; and encouraging collaboration between local authorities in delivering these policies. The Committee notes the strong support for a level of governance between central government and local authorities for the delivery of economic development policies and business support. The Committee would have liked more evidence about the effectiveness of RDAs and it is surprised the Government has proceeded with plans to restructure the way regional policy is made before the review of RDAs the Government has commissioned from PricewaterhouseCoopers is available. The Committee expresses concern over some proposals contained in the Bill: most importantly, there needs to be a proper balance between RDAs' business focus and the role of councillors in representing the views of their constituents. The proposals in the Bill about the relationship between RDAs and local authorities place too much weight on the views of RDAs and business interests, particularly during the drafting and agreement of the single integrated regional strategy. The role of local authorities - and of the communities they represent - must be strengthened. Many of the provisions of the Bill need clarifying.

The Governance of Britain Green Paper (Cm. 7170, ISBN 9780101717021) put forward proposals for improved democractic accountability and scrutiny of the delivery of public services in the English regions. The Committee, in this report, has concluded that there is clear evidence of an accountability gap at regional level. Regional Development Agencies (RDAs), although accountable to ministers, still conduct many activities that are not subject to a regular, robust scrutiny, and the Committee believes more should be done to monitor the delivery of services. With this in mind, the Committee recommends the establishment of a system of regional select committees, with one select committee for each of the administrative regions in England, with the exception of London. Further, the Committee recommends that up to two regional grand committee meeting should take place in each session for each of the 8 regions. To avoid an adverse impact on House Members' other commitments, membership of regional committees should consist of 10 Members in total. This report therefore sets out a desirability of establishing new structures within the House of Commons to improve regional accountability and Parliamentary scrutiny.
