Colonial, ideological, and national wars have left their scars and legacies on regional, international, and national governance. Yet East Asian post-conflict development experiences have been viewed as remarkably successful. The three largest economies of East Asia, Japan, China, and South Korea, have all experienced dramatic growth but immediately prior to their periods of expansion, all experienced the devastating impacts of international conflicts and/or civil upheaval. These post-conflict development ’success’ stories do not, however, tell the whole tale. Other states in East Asia and in particular certain regions within some of these states, while apparently emerging from similar conflictual backgrounds, have experienced far less positive transitions. This volume critically assesses measurements of success in East Asian post-conflict development from a human-centered perspective. This involves a major re-evaluation of accepted accounts of domestic governance and international relations in East Asia from both a comparative and inter-disciplinary viewpoint. Case study rich, this volume provides policy prescriptions for East Asian donors and actors in an effort to provide Asian solutions for Asian problems.

Many of the Asia-Pacific region's wars are very long (such as in Myanmar), some tend to recur (also in Myanmar); some involve religion (Philippines, Thailand), and some (Aceh, Bougainville, East Timor) of the longest have ended in the last few years. In short, the region presents a variety of interesting dynamics that merit close attention in one volume. The aim of Unraveling Internal Conflicts in East Asia and the Pacific is to provide an original look at these civil wars. The unique feature of the book is that it brings a variety of perspectives together into one volume. Bercovitch and DeRouen, Jr., do this in four sections: The first, titled "Security and Internal Conflicts in the Region," is an overview of conflict and conflict management in the region. Section Two is called "Features of Conflict in the Region." Here the authors cover conflict contours, including intractability, conflict resolution, recurrence, and Islam. Section Three, "External Involvement in Regional Conflicts," focuses on third party intervention in regional conflicts. The individual chapters cover mediation, peacekeeping, and other forms of third party involvement. The final section ties the chapters together. During the past three decades, East Asia has been more peaceful than Europe, the Americas or any continent, in terms of battle deaths per capita. When generating theories on peace and war, studies almost never look at the experiences of East Asia. Yet the region by focusing on a commitment to development, is a social reality that is less paranoid, less militaristic and more cooperative. Since 1979 there has been a commonly accepted rule to keep domestic issues domestic so that external military interference, that often caused the majority of battle deaths, was not needed. Thus the emergence of the long peace of East Asia is historically specific, and cannot be generalized by studying objective, material conditions independent of common perceptions and common interpretations. This does not mean that the East Asian experience is not relevant for other regions in the world, but that generalizations should not be attempted to be drawn from the material conditions, but rather from the lived experience and socially constructed realities of East Asia. Since East Asia is a spectacular case of pacification, and since it has not contributed much to our theories of peace and conflict, The Long Peace of East Asia is an important book for studies on peace and war.

Book excerpt: islands has emotional content far beyond any material significance because giving way on the island issue to Japan would be considered as once again compromising the sovereignty over the whole Korean peninsula. For Japan, the Dokdo issue may lack the same degree of strategic and economic values and emotional appeal as the other two territorial disputes that Japan has had with Russia and the two Chinas – namely the Northern Territories/Southern Kurile Islands and the Senkaku Islands, respectively. Nevertheless, fishing resources and the maritime boundary issues became highly salient with the introduction of UNCLOS. Also, the legal, political, and economic issues surrounding Dokdo are all intertwined with Japan’s other territorial disputes to the extent that concessions of sovereignty on any of these island disputes could jeopardize claims or negotiations concerning the rest. South Korea and Japan have forged a deeper diplomatic and economic partn- ship over the past decade. A new spirit of partnership after the landmark joint declaration of 1998 culminated in the successful co-hosting of the World Cup 2002. At the end of 2003 the two neighbors began to negotiate an FTA to further strengthen their already close economic ties. South Korea’s decades-long embargo on Japanese cultural products has now been lifted, while a number of South Korean pop stars are currently sweeping across Japan, creating the so-called “Korean Wave” fever. A pragmatic calculation of national interests would thus suggest cooperative behavior.
