External powers, including the United States and China, have ramped up engagement with Southeast Asia and now compete for influence in the region. Amid these geopolitical shifts, Southeast Asian perspectives on dynamics that will shape the future of the region more than ever before. In late 2019, the Center for Strategic and International Studies (CSIS) conducted a survey of strategic elites in Indonesia, Malaysia, the Philippines, Singapore, Thailand as well as Fiji to understand how the region views trends related to power, norms, and institutions. In early 2020, CSIS conducted extensive analysis of the survey data and convened a workshop in Sydney, Australia, to further examine the results with leading experts from the countries surveyed, as well as Australia and the United States. This report presents key findings from the survey and workshop on the strategic landscape in Southeast Asia and the future of power and influence and challenges faced by the region.

Throughout, a basic assumption of its leaders has been that the achievement of the first three conditions is necessary for the fourth. Weatherbee traces ASEAN’s three reinventions: in 1976, it made security a primary Cold War interest; in 1992, it refocused on economic integration; in 2007, it adopted the ASEAN Charter, which was the legal basis for the establishment of the ASEAN Community in 2015. He shows how at each stage of its development, ASEAN has dealt at three levels of action: the regional international order; intra-ASEAN relations; and the spillover of the domestic politics of member states into regional relations, particularly on questions of democracy and human rights. Across Asia, the authorities are responding with policies to contain the outbreak, facilitate medical interventions, and support vulnerable businesses and households. Assuming that the outbreak is contained this year, growth is expected to recover in 2021. Especially to face down fundamental threats such as the current medical emergency, innovation is critical to growth and development. As some economies in developing Asia challenge the innovation frontier, many others lag. More and better innovation is needed in the region to sustain growth that is more inclusive and environmentally sustainable. Five key drivers of innovation are sound education, productive entrepreneurship, high-quality institutions, efficient financial systems, and dynamic cities that excite knowledge exchange. The journey to creating an innovative society takes long-term commitment and hard work.
