The formula "science= production force" applies also to the social sciences whose explorations of human relationships and drives have reached previously unsuspected depths. Objectives, such as higher living standards and full employment, economic growth and stability, social equity and security, have both called for and provided a basis for the exploitation of possibilities offered by the natural and technical sciences. In today's agriculture, age-old traditions are in the process of disintegra tion, but the heredity of a century (or that of even a millennium as in Hungary) does not get dissolved without defending itself. Technical progress and social restratification, the emergence of new scales of values and preferences, the adjustment of the rural communities to their new tasks and conditions - all these have transformed farm operations and farming techniques. But agriculture, even under its revolutionized surface, still hides deep, almost untouched layers. If economists and agriculturalists are perplexed by the multitude and variety of the visible farm problems, there exist many others about which they can only guess, which they must follow up. In formulating and solving these problems, agricultural economists have professional tasks: (1) facilitating the most efficient use of agricultural resources from the standpoint of the national economy, and (2) helping farmers and farm people to attain their stated, socially feasible objectives.

Calculating that the Digest would wrongly predict that Kansas Republican Alf Landon would win the presidential election, Gallup offered newspapers a money-back guarantee if his prediction that Franklin Delano Roosevelt would win wasn’t more accurate. Gallup believed that public opinion polls served an important function in a democracy: “If govern¬ment is supposed to be based on the will of the people, somebody ought to go and find what that will is,” Gallup explained.

Land grants, the distribution of irrigation water, land-grant college research and services, farm programs, and tax laws all have been affected. Yet, asserts the author, federal legislation and practices have had an institutional bias toward large-scale farms and agribusiness and have hastened the demise of family farms. Dr. Vogeler examines the struggle between land interests in the private and public sectors and finds that the myth of the family farm has been used to obscure the dominance of agribusiness and that the corporate penetration of agriculture has in turn contributed to the plight of migrant workers, the decline of small towns, and the economic difficulties of independent farmers. Dr. Vogeler also identifies the major shortcomings of agribusiness and federal land-related laws and programs; examines the regional impact of agribusiness and federal farm programs on rural areas; and considers the role of racial minorities and women in the development of agrarian capitalism. In conclusion, he offers a structural analysis that provides the means for progressive social change and states that the achievement of economic equality in rural America and the dismantling of the corporate control of agriculture can be realized through farmer-labor alliances.

Population in the seventeen western states has been and is expected to continue increasing. Groundwater levels are declining throughout the region with long-term pumping and increased demands leading to greater pumping lifts and costs, land subsidence, and salt water intrusion into groundwater basins. Construction and operation costs of future water development in these states will be great, both in dollars and in economic and social effects. Competition for the available water supply due to increased demands in both agricultural and non-agricultural sectors continues to increase. Although considerable attention has been given to some aspects of declining water supplies for irrigated agriculture in particular areas, this is the first volume to adress in a comprehensive manner the effects of scarce water supplies on agricultural production and the resultant impacts at regional, state, national, and international levels. Over seventy experts, representing all the major physical and social sciences as well as industries examine the issues and conclude that important decisions must be made at all levels of government and private enterprise if the prosperity and quality of life in the region are to be maintained. Specific technical, economic, institutional, and managerial solutions are recommended to forestall an impending water crisis. Between the opening of trade in 1850 and 1941, when war halted economic activity, Thailand became a major exporter of rice in the world market. Although conditions for further growth seemed highly favourable, Thailand's rapid integration into the world economy failed to improve living standards, and rice yields actually declined. In examining the causes of the underdevelopment of Thai agriculture over the last 100 years, Feeny introduces supply and demand models of technical and institutional change to analyse why the rice export boom did not result in more development. This book, much of which is based on primary research in the Thai National Archives, is one of the few quantitative economic histories of a less developed country.
