It surveys the undercurrents of these relationships in a political, economic, and energy supply and demand context and assesses the geostrategic and regional impact of these dynamics through a series of case studies on developments in the Middle East, Caucasus, and Central Asia. The report is meant to provide U.S. policymakers with practical recommendations for calibrating and balancing relations with each of these three countries, while taking into account the interests of other major actors. It integrates independent analysis by CSIS scholars with perspectives from Turkish, Russian, and Iranian counterparts obtained through extensive field research and two international workshops held in Ankara and Moscow.

Looking to re-introduce identity as a multidimensional factor informing state behaviour, this book analyses the experiences of the different Central Eurasian states in their post-independence pursuits. The book is structured into two broadly defined sections, with the first half examining the different ways in which the combination of domestic, regional, international and trans-national forces worked to advance one national identity over the others in the states that comprise the region of post-Soviet Central Eurasia. In the second half, chapters analyse the many ways in which identity, once shaped, affected foreign policy behaviours of the regional states, as well as the overall security dynamics in the region. The book also looks at the ways in which identity, by doing so, enjoys an intricate, mutually constitutive relationship with the strategic context in which it bears its effects on the state and the region. Finally, given the special role Russia has historically played in defining the evolutionary trajectory of the regional states, the book discusses the ways in which Russia itself and its post-cold war policies towards its former colonies have been conditioned by factors associated with Russia’s evolving post-Soviet identity. Book excerpt: The breakup of the USSR created a Central Asian security complex or sphere of influence consisting of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Since the disintegration of the Soviet Union, this security complex has tended to distance itself from a Russian-centered approach to foreign relations, has rejected involvement with a Turkey-oriented sphere of influence, and has shifted toward an Iran-oriented security complex. A major reason for these developments has been the activities of the three rival powers—Iran, Turkey, and Russia. As Peimani explains, these states have strong long-term interests in the region; earlier rivalries, which were dormant under Soviet rule, have reawakened since the breakup of the USSR. While Russia attempts to reincorporate Central Asia into its security complex, Iran and Turkey seek to include it in their spheres of influence. The rivalry among these states will largely determine the future development of the region and the individual states.

The Islamic Republic's failure to export the Islamic Revolution as well as economic troubles precipitated by the Iran-Iraq War led Tehran to act with more pragmatism in its foreign policy endeavors after Soviet Union disintegration. The shift to realpolitik reflects Iran's failure to support revolutionary Islam in Tajikistan as well as tacit support for Armenia instead of Azerbaijan in the Nagorno-Karabakh conflict. This paper examines the strong role power politics now play in Iran's foreign policy at the expense of revolutionary Islam, particularly with regards to its relationships with Central Asia, the South Caucasus, and Russia.

This report assesses Iran's security policy in light of these factors. It examines broad drivers of Iran's security policy, describes important security institutions, explores decisionmaking, and reviews Iran's relations with key countries. The authors conclude that Iraq is widely recognized as the leading threat to Iran's Islamic regime and Afghanistan is seen as an emerging threat. In contrast, Iran has solid, if not necessarily warm, relations with Syria and established working ties to Pakistan and Russia. Iran's policies toward its neighbors are increasingly prudent: It is trying to calm regional tension and end its isolation, although its policies toward Israel and the United States are often an exception to this policy. Iran's security forces, particularly the regular military, are often voices of restraint, preferring shows of force to overactive confrontations. Finally, Iran's security forces generally respect and follow the wishes of Iran's civilian leadership; conducting rogue operations is rare to nonexistent.
