After being hailed as a panacea, a few decades on it started being forcefully criticised based on its practice. This book explores Akhuwat (literally brotherhood), a rapidly growing Pakistani NGO formed in 2001, which addresses the shortcomings of conventional microfinance. Its vision is of a society built on empathy and social solidarity and its mission is that of creating self-sufficiency among the entrepreneurial poor. This book examines whether Akhuwat fulfils its promises of not pushing loans or encouraging clients to get on a debt treadmill and helping them to avoid high debt burdens by charging no interest and easing repayment terms. Conventional microcredit organizations are criticised for losing sight of the original mission of poverty alleviation by engaging in empire building and Akhuwat’s goal is to avoid this by embracing an alternative strategy of scaling up. Finally, this book also analyses Akhuwat’s approach as being gender sensitive and embracing all religions, castes and ethnicities. Based on fieldwork designed to assess if Akhuwat is the microcredit alternative it claims to be, this book will be of interest to scholars of poverty and development studies in general and microcredit in particular.

Book excerpt: With increasing assistance from the World Bank and other donors, microfinance is emerging as an instrument for reducing poverty and improving the poor's access to financial services in low-income countries. Providing the poor with access to financial services is one of many ways to help increase their incomes and productivity. In many countries, however, traditional financial institutions have failed to provide this service. Microcredit and cooperative programs fill this gap. They provide credit through social mechanisms such as group-based lending to reach the poor and other clients, including women, who lack access to formal financial institutions. Their purpose is to help the poor become self-employed and thus escape poverty. This book examines the experiences of the Grameen Bank, the Bangladesh Rural Advancement Committee, and the Bangladesh Rural Development Board's Rural Development Project-12 in order to quantify the potential and limitations of microcredit programs as an instrument for reducing poverty and delivering financial services to the poor. Book excerpt: From an unpromising start as 'the basket-case' to present day plaudits for its human development achievements, Bangladesh plays an ideological role in the contemporary world order, offering proof that the neo-liberal development model works under the most testing conditions. How were such rapid gains possible in a context of chronically weak governance? The Aid Lab subjects this so-called 'Bangladesh paradox' to close scrutiny, evaluating public policies and their outcomes for poverty and development since Bangladesh's independence in 1971. Countering received wisdom that its gains owe to an early shift to market-oriented economic reform, it argues that a binding political settlement, a social contract to protect against the crises of subsistence and survival, united the elite, the masses, and their aid donors in the wake of the devastating famine of 1974. This laid resilient foundations for human development, fostering a focus on the poorest and most precarious, and in particular on the concerns of women. In chapters examining the environmental, political and socioeconomic crisis of the 1970s, the book shows how the lessons of the famine led to a robustly pro-poor growth and social policy agenda, empowering the Bangladeshi state and its non-governmental organizations to protect and enable its population to thrive in its engagements in the global economy. Book excerpt: Vermeersch and Kremer examine the effects of subsidized school meals on school participation, educational achievement, and school finance in a developing country setting. They use data from a program that was implemented in 25 randomly chosen preschools in a pool of 50. Children's school participation was 30 percent higher in the treatment group than in the comparison group. The meals program led to higher curriculum test scores, but only in schools where the teacher was relatively experienced prior to the program. The school meals displaced teaching time and led to larger class sizes. Despite improved incentives, teacher absenteeism remained at a high level of 30 percent. Treatment schools raised their fees, and comparison schools close to treatment schools decreased their fees. Some of the price effects are caused by a combination of capacity constraints and pupil transfers that would not happen if the school meals were ordered in all schools. The intention-to-treat estimator of the effect of the randomized program incorporates those price effects, and therefore it should be considered a lower bound on the effect of generalized school meals. This insight on price effects generalizes to other randomized program evaluations. This paper--a product of the Poverty Reduction and Economic Management 2, Africa Technical Families--is part of a larger effort in the region to increase our understanding of the impact of programs aimed at reaching the Millennium Development Goals.

A large number of multidisciplinary actors ranging from international to local level are actively engaged with perceived issues concentrated on mangrove forest policies irrespective of any geographical location. Nonetheless, given their financial, technical, and expertise-related means, the active actors are expected to have a considerable degree of conflicts and competition showing formal and informal influences over policy issues. Moreover, by allocating financial means and sub-delegating authoritative power, actors at multiple jurisdictions may gain power and serve interests in mangrove governance. Hence, the study attempts to describe and explain the bureaucratic rivalry among the actors in mangrove forest policy and management at the meta-level. In doing so, the author employed the Sundarbans of Bangladesh — the world’s largest contiguous tract of mangrove forest – as an illustrative case in policy formulation and implementation.
