The set of creative industries include those with output protectable under some form of intellectual property law. More specifically, this subsector encompasses software, multimedia, video games, industrial design, fashion, publishing, and research and development. The cities that form the basis for the empirical investigations are those where policy-induced transitions have been most evident, including Boston; San Francisco; San Diego; Seattle; Austin; Washington, D.C.; Dublin (Ireland); Hong Kong (China); and Bangalore (India). The key research questions are: What types of cities are creative? What locational factors are essential? What are the common urban policy initiatives used by creative cities? The author explores the importance of the external environment for innovation and places it in the larger context of national innovation systems. Based on a study of development in Boston and San Diego, he isolates the factors and policies that have contributed to the local clustering of particular creative industries. In both cities, universities have played a major role in catalyzing the local economy by generating cutting-edge research findings, proactively collaborating with industries, and supplying the needed human capital. In addition, these two cities benefited from the existence of anchor firms and active industry associations that promoted fruitful university-industry links. Many cities in East Asia are aspiring to become the creative hubs of the region. But their investments tend to be heavily biased toward infrastructure provision. Although this is necessary, the heavy emphasis on hardware can lead to underinvestment in developing the talents and skills needed for the emergence of creative industries in these cities. A major achievement by one of Europe's most influential political philosophers, Metamorphoses of the City is a sweeping interpretation of Europe's ambition since ancient times to generate ever better forms of collective self-government, and a reflection on what it means to be modern. Manent's genealogy of the nation-state begins with the Greek city-state, the polis. With its creation, humans ceased to organize themselves solely by family and kinship systems and instead began to live politically. Eventually, as the polis exhausted its possibilities in warfare and civil strife, cities evolved into empires, epitomized by Rome, and empires in turn gave way to the universal Catholic Church and finally the nation-state. Through readings of Aristotle, Augustine, Montaigne, and others, Manent charts an intellectual history of these political forms, allowing us to see that the dynamic of competition among them is a central force in the evolution of Western civilization. Scarred by the legacy of world wars, submerged in an increasingly technical transnational bureaucracy, indecisive in the face of proliferating crises of representative democracy, the European nation-state, Manent says, is nearing the end of its line. What new metamorphosis of the city will supplant it remains to be seen.

Book excerpt: Why urban design is larger than architecture: the foundational qualities of urban design, examples and practitioners Urban design in practice is incremental, but architects imagine it as scaled-up architecture—large, ready-to-build pop-up cities. This paradox of urban design is rarely addressed; indeed, urban design as a discipline lacks a theoretical foundation. In The Largest Art, Brent Ryan argues that urban design encompasses more than architecture, and he provides a foundational theory of urban design beyond the architectural scale. In a “declaration of independence” for urban design, Ryan describes urban design as the largest of the building arts, with qualities of its own. Ryan distinguishes urban design from its sister arts by its pluralism: plural scale, ranging from an alleyway to a region; plural time, because it is deeply enmeshed in both history and the present; plural property, with many owners; plural agents, with many makers; and plural form, with a distributed quality that allows it to coexist with diverse elements of the city. Ryan looks at three well-known urban design projects through the lens of pluralism: a Brancusi sculptural ensemble in Romania, a Bronx housing project, and a formally and spatially diverse grouping of projects in Ljubljana, Slovenia. He revisits the thought of three plural urbanists working between 1960 and 1980: David Crane, Edmund Bacon, and Kevin Lynch. And he tells three design stories for the future, imaginary scenarios of plural urbanism in locations around the world. Ryan concludes his manifesto with three signal considerations urban designers must acknowledge: eternal change, inevitable incompletion, and flexible fidelity. Cities are ceaselessly active, perpetually changing. It is the urban designer's task to make art with aesthetic qualities that can survive perpetual change.
