Book excerpt: Constructing Gardens, Cultivating the City is the first cultural history of major new parks developed in Paris in the late twentieth century, as part of the city's program of adaptive reuse of industrial spaces. Thanks to laws that gave the city more political autonomy, Paris's local government launched a campaign of park creation in the late 1970s that continued to the turn of the millennium. The parks in this book represent this campaign and illustrate different facets of their cultural and historical context. Archival research, interviews, and analyses of the parks reveal how postmodern debates about urban planning, the historic city, public space, and nature's presence in an urban setting influenced their designs. In sum, the city adopted the garden as a model for public parks, investing in complex, richly symbolic and representational spaces. These parks were intended to represent contemporary twists on traditional designs and serve local residents as much as they would contribute to Paris's role as a world city. The parks' development process often included points of conflict, pointing to differing views on what Parisian space should represent and fundamental contradictions between the characteristics of public space and the garden as it is traditionally defined. These parks demonstrate the ongoing cultivation of the city over time, in which transformed sites not only fulfil new functions but also engage with history and their surroundings to create new meaning. They stand for landscape as a form of signifying cultural production that directly engages with other art forms and ways of knowing. Just as the Luxembourg Gardens, the Tuileries, and the Buttes-Chaumont parks exemplify their eras' cultural dynamics, such parks as the Jardin Atlantique, Parc André-Citroën, and the Jardin des Halles express contemporary French culture within the archetypal space of their era, the city. Finally, they point the way to current trends in landscape architecture, such as citizen gardening and ecological initiatives.

It aims to answer the following question: Is there any possibility for a policy of smart development and smart specialization in rural and peri-urban areas? Based on detailed analytical studies, empirical and econometric methods, as well as various European case studies, several conclusions are drawn. Smart development policies are well adapted to the developed or intermediate regions containing at the same time rural and urban areas, but do not really function for the more rural or more peripheral regions. The development policies of rural areas must be adapted to their particular characteristics, to the structure of their economies (agriculture, small firms), as well as in their diversity (distant regions, intermediate regions, rural areas near the urban areas). It appears interesting to exploit natural and cultural amenities, to develop the multifunctional character of the agriculture, to promote territorial innovation under all its forms, to favor the synergies between the various uses of land and space, and to develop the knowledge on the ecological, socioeconomic processes, as well as on the mechanisms of territorial governance. These results are very important because they question the validity of the H2020 policy and the smart development and smart specialization policies and their applicability to the whole European area, and not only for the most urban and rich areas. It will be valuable reading for students, researchers and policy-makers in regional development, rural studies, spatial planning and economic geography.

Temporary urbanism has become a core concept in urban development, and its application is increasingly crossing the borders of both the North and the Global South. There is a need to reflect upon the diverse ways of understanding and implementing the temporary in the production of space internationally and discuss what this means, for both research and practice. Divided into two sections, the book compiles and reflects upon the various attempts to reframe and reconceptualise temporary urbanism. The first section focuses on reframing and reconceptualising temporary urbanisms. It develops the argument that temporary urbanism allows a reinterrogation of the role of temporalities and non-permanence into the place-making process and hence in the production and reproduction of cities, including the adaptability of existing spaces and production of new spaces. While drawing upon different theoretical and conceptual framings (permeability, assemblage, rhythms, waiting, ...), authors bring insights from various case studies: the Dublin Biennial (Ireland), temporary uses in Geneva (Switzerland), temporary urban settlements in sub-Saharan Africa, refugees’ camp in Beirut (Lebanon) and political protests in Skopje (Republic of Macedonia). The second section looks at unwrapping the complexity and diversity of temporary urbanisms. It aims at securing a better understanding of the complexity and diversity of temporary urbanism, including a dialogue between various experiences both in the Global North and in the Global South. It looks at the implications of temporary urbanism in the delivery of planning and considers how and by whom cities are governed and transformed. Again, a range of examples are mobilised by contributors spanning from temporary uses and projects in London (UK), Santiago (Chile), Paris (France), Vancouver (Canada), Barcelona (Spain), Budapest (Hungary), Beijing (China), Sao Paulo (Brazil) and Milwaukee (USA). Future generations may well see this as a major turning point, opening the way to radical changes in diagnosis, prognosis, and medical treatment. Often compared with the space programme, this vast enterprise still generates misgivings: this new power, which human beings now have, to modify the genetic heritage of living creatures raises fundamentally new ethical questions - and society as a whole will have to find the answers. In fact, the accelerating pace of scientific and technical progress seems to be reviving atavistic anxieties, some rational, others less so. Recent public-health crises, including the mad cow disease' scare, which lasted into 2000, have fuelled these fears. The public's rejection of GMOs (Genetically Modified Organisms) - verging on a crusade in some countries - tells its own story. As regards conflict, 2000 saw the Middle East peace process grind to a halt, and the Intifada resume. In Europe, the situation in Kosovo and Chechnya, both the scenes of fighting in 1999, stayed precarious. Peace and democracy did score some successes, however, particularly in Europe: the centre-left's victory in Croatia, sweeping former President Tudjman's party off the scene, the democratic party's triumph in Bosnia, and the fall of the Milosevic regime in Serbia.
