Real GDP declined by 2.4 percent owing to a drought-induced collapse in agricultural output. As consumption-driven imports rose and exports fell, the lower real GDP in 1993 was accompanied by a large current account deficit. The adoption of restrictive fiscal and incomes policies in 1994 enabled Bulgaria to retain the gains in external competitiveness acquired from the nominal depreciation.

Book excerpt: The NATO Advanced Research Workshop, “Decision Support for Natural Disasters and Intentional Threats to Water Security” was the result of close collaboration between environmental, security, water resource, and health officials in the United States and Croatia. The premise of the Workshop is that multiple, disparate threats to water security exist, and that shared decision support structures provide effective means for avoiding and responding to potential or actual situations. The Workshop was co-directed by Professors Tissa Illangasekare of the Colorado School of Mines, and Dragutin Geres of Hrvatske vode. The Workshop was organized into a series of case studies, presentation of management tools, or a combination of the two. Presentations were further organized as to (1) Natural Occurrences, (2) Anthropogenic Causes, and (3) Decision Support Tools. Delegates from eleven countries assembled to explore these topics at the Hotel Dubrovnik President in Dubrovnik from April 22–25, 2007. A total of thirty delegates from NATO, Partner, Mediterranean Dialog, or other countries were in attendance. The final program included technical sessions using a presentation and dialog format, a field trip, and networking sessions. The engineering works (e.g. dams, reservoirs, levees, channelization, etc.) on the Danube and its tributaries, despite their benefits to society, have altered its flow and significantly reduced its sediment load, with consequences for hydromorphological processes and aquatic ecosystems. These ecosystems have also been affected by pollution from various sources. To promote sustainable management of the Danube River and its watershed, several strategies and measures have been developed by a number of institutions, from the European level to the national and regional levels (commissions, national authorities, non-governmental organizations, etc.). Compared to the upper and middle sectors of the Danube, the lower sector has received less attention in the international scientific literature in terms of hydro-environmental issues. The book fills this gap and provides current and original insights and findings from recent studies conducted by scientists from three countries drained by the Lower Danube River and its tributaries: Bulgaria, Romania and Serbia.
