Le Code Larcier ne se limite donc pas aux textes de droit social européen mais comprend également les textes pertinents de droit social international qui, bien souvent encore, ne font pas l’objet d’un recueil. À cet égard, cet ouvrage comble un vide. Toutefois, il ne vise pas à l’exhaustivité ; en effet, le seul recueil des textes adoptés par les organes de l’Organisation Internationale du Travail (OIT) aurait dépassé largement l’espace disponible. Le présent Code thématique n’en va pas moins au-delà d’un simple recueil de textes de base en la matière. La délicate sélection des textes a été réalisée en étroite coopération avec un groupe de professeurs, spécialistes de droit social européen et international. Le Code se divise en deux grandes parties. La première, consacrée au droit social international, regroupe les instruments importants de droit social international à l’échelle mondiale. Il va sans dire que les normes internationales adoptées par l’OIT, l’Organisation compétente au niveau mondial en matière de droit social, trouvent place au cœur de cette première partie. Celle-ci comprend également des extraits des conventions adoptées par l’ONU dès lors que ces dernières entretiennent un rapport avec le droit social et constituent des références dans les débats en droit social international. La deuxième partie du Code réunit les textes importants du droit social européen au sens large du terme. Elle comprend les instruments essentiels du Conseil de l’Europe ayant une incidence en droit social (ex. la Convention européenne des droits de l’homme et la Charte sociale européenne), mais aussi les textes clef du droit social de l’Union Européenne. Ce dernier occupe un espace majeur dans le présent Code thématique.
