The exact amount of time, that is, that has lapsed since the day the greek state would sign its ‘memorandum of agreement’ with its lenders (the IMF, the EU and the ECB), on May 5, 2010—officially making its own way into the era of global austerity and crisis. An entering that would come with a bang, and very much stay so: from that moment on, the social tension playing out at the greek territory would feature—constantly, it seems—in discussions, analyses and reports the world over. But what is life like in a city that finds itself in the eye of the crisisstorm, how does the everyday reality here compare to Athens’ global media portrait? What kind of lessons might our city be able to learn from the outbreaks of capitalism’s crises elsewhere, and what lessons might the Athenian example be able to offer, in return? The volume that you hold in your hands acts as an accompaniment to a conference that tried to answer some of these questions. ‘Crisis-scapes: Athens and beyond’ took place in the city of Athens on May 9&10, 2014. Over the two days, the conference tried to explore an array of the facets of the crisis in the city, divided between five axes/panels, which are in turn mirrored in the structure of this book: 1. Flows, infrastructures and networks, 2. Mapping spaces of racist violence, 3. Between invisibility and precarity, 4. The right to the city in crisis and 5. Devaluing labour, depreciating land. Five broad axes comprising the vehicles we used to perambulate through the dark landscapes of the crisis. A crisis neither commencing nor ending here, today. Through these conceptual vehicles taking us through Athens, through her spaces and her times, we focused on the particularities of the greek crisis; a crisis first of all concerning the structures, meanings and processes weaving together what we could broadly label as the greek everyday reality. Yet we also believe these particularities ought to be understood within the global financial crisis framework: hence this centrifugal “beyond”. Athens may now be in a position to offer explanations about phenomena taking place much beyond the city’s strict geographical limits. What renders the city a field of experimentation are trials and productions of new means of governance. And they acquire a new meaning when seen as wider tendencies in crisis management. Yet these Athenian testing grounds must at the same time be studied as traces and as future projections of structural readjustments taking place in seemingly disparate locations, but often-times ever so close in their causes and consequences alike. The interventions put together in the present volume try to take another composite look at Athens and its crisis. They try to comprehend the city through crossings and transitions in space and in time.

Book excerpt: Statehood in the early 21st century remains as much a central problem as it was in 1979 when the first edition of The Creation of States in International Law was published. As Rhodesia, Namibia, the South African Homelands and Taiwan then were subjects of acute concern, today governments, international organizations, and other institutions are seized of such matters as the membership of Cyprus in the European Union, application of the Geneva Conventions to Afghanistan, a final settlement for Kosovo, and, still, relations between China and Taiwan. All of these, and many other disputed situations, are inseparable from the nature of statehood and its application in practice. The remarkable increase in the number of States in the 20th century did not abate in the twenty five years following publication of James Crawford's landmark study, which was awarded the American Society of International Law Prize for Creative Scholarship in 1981. The independence of many small territories comprising the 'residue' of the European colonial empires alone accounts for a major increase in States since 1979; while the disintegration of Yugoslavia and the USSR in the early 1990s further augmented the ranks. With these developments, the practice of States and international organizations has developed by substantial measure in respect of self-determination, secession, succession, recognition, de-colonization, and several other fields. Addressing such questions as the unification of Germany, the status of Israel and Palestine, and the continuing pressure from non-State groups to attain statehood, even, in cases like Chechnya or Tibet, against the presumptive rights of existing States, James Crawford discusses the relation between statehood and recognition; the criteria for statehood, especially in view of evolving standards of democracy and human rights; and the application of such criteria in international organizations and between states. Also discussed are the mechanisms by which states have been created, including devolution and secession, international disposition by major powers or international organizations and the institutions established for Mandated, Trust, and Non-Self-Governing Territories. Combining a general argument as to the normative significance of statehood with analysis of numerous specific cases, this fully revised and expanded second edition gives a comprehensive account of the developments which have led to the birth of so many new states.

Supposedly, this is a general trend taking place throughout the developed world and beyond. In this volume the processes of devolution and decentralisation in social security are researched from a comparative European perspective, taking into account the constitutional setting and the architecture of the social security systems. The book includes thirteen country studies based on a uniform format and three overarching contributions. The greater picture that emerges is that social insurance and family allowances are still very much a national competence and are predominantly functionally decentralised to a number of specialised agencies and institutions. There are only limited exceptions. A different conclusion must be drawn when we look at social assistance and social care. In many countries the role of local authorities has gradually increased over a longer period. However, in some countries this trend is reversing, and municipal powers are being limited or even taken back by central government. Devolution and Decentralisationin Social Security shows how complex, differentiated and nationally diverse the state of devolution and decentralisation in Europe actually is. Let it be said at once that the format of this work is richly handsome: it is a two-volume boxed set comprising 844 pages and well over 1,000 high-quality illustrations, and it reflects throughout its publisher's conviction that good design is an essential, not superficial, part of bookmaking. Beyond that, it should be emphasized that this work is not another facile cultural tour of modern architecture. It is a serious and original study of the beginnings and development of modernism in which the pictorial aspects are designed to aid in the communication of the author's closely reasoned formulations, rather than to gloss over a lack of substantive content. The book is a translation of the third Italian edition, published in 1966. Benevolo, who is on the faculty of architecture in Venice, has earned an international reputation as a historian of architecture and town planning, and his publications embrace the span of time from the Renaissance to the foreseeable future. One such publication, The Origins of Modern Town Planning (The MIT Press, 1967), may be read as a prelude to the present work as well as an independent contribution. Perhaps more than any other architectural historian in our time, Benevolo has made a determined effort to place developments in design and planning in their proper social and political settings. Indeed, the author argues that the development of the modern movement in architecture was determined, not by aesthetic formalisms, but largely by the social changes that have occurred since about 1760: "After the middle of the eighteenth century, without the continuity of formal activity being in any way broken, indeed while architectural language seems to be acquiring a particular coherence, the relations between architect and society began to change radically.... New material and spiritual needs, new ideas and modes of procedure arise both within and beyond the traditional limits, and finally they run together to form a new architectural synthesis that is completely different from the old one. In this way it is possible to explain the birth of modern architecture, which otherwise would seem completely incomprehensible...." This second volume is concerned with the modern movement proper, from 1914 to 1966. The author emphasizes the unity of the movement, rejecting the usual treatment that allots to the individual architects separate and unconnected biographical accounts.Benevolo remarks at one point, "When one talks about modern architecture one must bear in mind the fact that it implies not only a new range of forms, but also a new way of thinking, whose consequences have not yet all been calculated." His main concern is to provide a more exact calculation of those consequences.
