Book excerpt: The Nordic Council of Ministers (NCM) considers initiating a project with the purpose to identify the driving forces behind the development of Nordic emissions to air. Two approaches are under consideration: a backward-looking and a forward-looking. The backward-looking approach aims to identify the reasons for the growth of emissions over the past decades. This analysis requires detailed statistical information on emissions from firms and households in (at least) two observation years covering the period of interest: preferably the most recent year available, and a historical year some 10-20 years before. The forward-looking approach would exploit a simulated data set. In addition to a year representing today, the remaining observation year(s) would be in the medium- or long-term future (20-50 years ahead). Simulation of data for the Nordic countries would be based on economic models. This pre-study assesses the possibilities to conduct backward-looking and forward-looking decomposition analyses for the Nordic countries, Norway, Sweden, Denmark, and Iceland.

Book excerpt: There is growing interest, among policymakers, for the prospects of decoupling economic growth from environmental degradation, as they have a hard time disentangling environmental policies from their economic and social impacts. Opportunities for improved environmental quality without compromising economic growth are, and always will be, welcomed. Decoupling should not be thought of as an approximation of sustainability. While decoupling indicators often give a reasonably good measure for potential or progress towards sustainability, decoupling is neither a sufficient nor a necessary condition for sustainability. Decoupling indicators, unlike many other statistical efforts related to the environment, are not meant to be all-inclusive or to summarize the general state of the environment. Their purpose is rather to measure countries' progress towards mitigating or alleviating particular environmental pressures from the relevant driving forces. Decoupling indicators are primarily attractive for their simplicity. For detailed policy analysis in which sustainability is the objective, other methods are needed.

Increasing productivity and the work force will be an answer to both. A good work environment can do both: If less people have to take sick leave as result of bad work environments, this will contribute to increasing the work force. Also, for some time, a relationship between work environment and productivity has been hypothesised. Happy, healthy workers, in short, are more productive than not-so-happy and not-so-healthy workers are. This report is based on the most comprehensive empirical study of the cohension between working envi-ronment and productivity. It confirms the hope of many, i.e. that improvements in working environment and improved productivity are highly correlated. The results are robust across time and the investigated countries.

Although life expectancy and survival rates in the United States have improved dramatically over the past century, Americans live shorter lives and experience more injuries and illnesses than people in other high-income countries. The U.S. health disadvantage cannot be attributed solely to the adverse health status of racial or ethnic minorities or poor people: even highly advantaged Americans are in worse health than their counterparts in other, "peer" countries. In light of the new and growing evidence about the U.S. health disadvantage, the National Institutes of Health asked the National Research Council (NRC) and the Institute of Medicine (IOM) to convene a panel of experts to study the issue. The Panel on Understanding Cross-National Health Differences Among High-Income Countries examined whether the U.S. health disadvantage exists across the life span, considered potential explanations, and assessed the larger implications of the findings. U.S. Health in International Perspective presents detailed evidence on the issue, explores the possible explanations for the shorter and less healthy lives of Americans than those of people in comparable countries, and recommends actions by both government and nongovernment agencies and organizations to address the U.S. health disadvantage.

Yet despite unreserved agreement on the importance of this cultural moment, previous studies often reductively distort our reading of the formation of early twentieth-century lesbian identity, either by neglecting to examine in detail the developments leading up to the ban or by framing events in too broad a context against other cultural phenomena. Fashioning Sapphism locates the novelist Radclyffe Hall and other prominent lesbians--including the pioneer in women's policing, Mary Allen, the artist Gluck, and the writer Bryher--within English modernity through the multiple sites of law, sexology, fashion, and literary and visual representation, thus tracing the emergence of a modern English lesbian subculture in the first two decades of the twentieth century. Drawing on extensive new archival research, the book interrogates anew a range of myths long accepted without question (and still in circulation) concerning, to cite only a few, the extent of homophobia in the 1920s, the strategic deployment of sexology against sexual minorities, and the rigidity of certain cultural codes to denote lesbianism in public culture.
