Book excerpt: This study presents observed residence time distribution data from some 12 DMCAs. These data were collected by injecting Rhodamine WT dye at the inflow point and monitoring dye concentration in the outflow. The resultant time-concentration curve is identical to the residence time distribution during the dyed test. In addition, similar data for chlorine contact chambers, physical models, and waste stabilization ponds found in the literature are also examined. A composite data set from all different sources showed a strong relationship between the ratio of mean residence time to theoretical residence time (theoretical residence time is equal to the pond volume divided by the average flow rate) and the pond length-width ratio. Baffles or spur dikes can be used to increase the effective length-to-width ratio of a given DMCA, thereby increasing the mean residence time without increasing the overall size. The relationship between mean residence time and length-width ratio was incorporated into the DMCA design procedure, and a process for selecting DMCA size, shape, and spar dike layout to achieve minimum cost resulted. The utility of state-of-the-art mathematical hydrodynamic models for stimulating flow through DMCAs is examined in Appendix A. It was found that the mathematical models are capable of reproducing the observed residence time distributions fairly well if model coefficients are arbitrarily adjusted to achieve best fit. However, better field data will be required to develop reliable a priori modeling capability.

Book excerpt: A computer model, Primary Consolidation and Desiccation of Dredged Fill (PCDDF), has been developed to predict the settlement of dredged material placed in confined disposal sites. PCDDF, a model that calculates both consolidation settlement and desiccation settlement, uses a well established theory to predict consolidation and employs an empirical formulation to predict desiccation. At present, no field or laboratory procedures exist for determining values for the empirical desiccation parameters. This study established procedures for quantifying these parameters through a field evaluation program in the US Army Engineer District, Philadelphia. A water budget approach was used to calculate desiccation parameters for the dried crust of the desiccating dredged material at the Wilmington Harbor Containment Area near Wilmington, DE. The evaporation efficiency was found to be a constant value of 0.72, the drainage efficiency was 0.21, the saturation limit was 3.02, the desiccation limit was 2.69, the depth of second-stage drying was 0.20 m, and the percent saturation of the desiccated crust (including cracks) was 0.74. The long-term water budget for the desiccated crust for the entire duration of the study clearly indicates that second-stage drying was largely completed when the study began. The procedures utilized in the study at the Wilmington Harbor containment area can be employed at other dredged material disposal sites to determine quantitative values for the empirical desiccation parameters. The US Army Corps of Engineers is responsible for the dredging and disposal of large volumes of sediment each year. Dredging is a process by which sediments are removed from the bottom of streams, rivers, lakes, and coastal waters, transported via ship, barge, or pipeline, and discharged to land or water. The presence of contamination in some locations has generated concern that dredged material disposal may adversely affect water quality and aquatic organisms or terrestrial organisms. Since many of the waterways are located in industrial and urban areas, some sediments may be highly contaminated with hazardous materials. A general decisionmaking framework based on the results of technically sound tests protocols is described. The decision making framework includes consideration of sediment chemistry, physical chemistry of disposal site environments, and biological effects of sediment contaminants, as well as comparison of test results from sediments to be dredged with test results from reference sediments and with established criteria. The framework provides the basis for selection of the environmentally preferable disposal alternative and for identification of potentially appropriate control measures to minimize problems associated with the presence of contaminants.

Book excerpt: Barge overflow was investigated as a cost-effective option for future dredging needs in Mobile Bay, Alabama. Tests of hopper barge loading characteristics with overflow operations were conducted in Mobile Bay. In theory, overflow would allow denser materials to settle within the barge while less dense materials were shunted overboard. Increased density of barge-held materials would then translate to cost savings via a reduced requirement for transport to a distant approved disposal site. Thus, one major objective of the study was an engineering evaluation of equipment performance during the tests. A second major objective was to obtain field data for an assessment of the environmental consequences of overflow. In support of both objectives, modeling studies were performed to simulate overflows that would be associated with routine dredging operations. Eight separate tests were conducted. Three tests occurred at a site in lower Mobile Bay, and five tests at an upper bay site. Three tests (one lower bay, two upper bay) involved dredging in maintenance materials, and five tests (two lower bay, three upper bay) involved new work or deepening materials.

Book excerpt: The diversity of disposal alternatives and techniques for management of contaminated dredged material requires the development of an overall long-term management strategy for disposal. The selection of an appropriate strategy is dependent on nature of the dredged material, nature and level of contamination, available dredging alternatives, project size, and site-specific physical and chemical conditions, all of which influence the potential for environmental impacts. Technical feasibility, economics, and other socioeconomic factors must also be considered in the decisionmaking process. The management strategy presented mainly considers the nature and degree of contamination, potential environmental impacts, and related technical factors. The technical strategy is based on findings of research conducted by the US Army Corps of Engineers, the US Environmental Protection Agency, and other over the past 10 years and experience gained while actively managing dredged material disposal. Approaches for evaluating potential for contaminant-related problems and the applicability of various disposal alternatives are discussed. Detailed procedures for conducting tests or for design and implementation of management strategies are not presented, but are the topics of other papers to follow. A technically feasible and environmentally sound strategy for the disposal of dredged material is presented, and it is recommended that this strategy be implemented for future dredged material disposal operations.
