A major reason for issuing the Supplement is to respond to issues raised during the review of the Draft EIS. In addition, the Supplement addresses environmental concerns induced by new government regulations, such as the Clean Air Act Amendments, and the Resource Conservation and Recovery Act. This Supplement also reviews new project changes. Shuttle Program impacts have been reevaluated in light of recent changes in the program, research studies in problem areas, and newly acquired knowledge of the affected environment. The physical, chemical, biological, and archaeological impacts that result from changes in the Shuttle Program include effects on air quality, floodplains, wetlands, noise, biology, archaeology, historical resources, and weather.

Book excerpt: The Department of the Air Force is proposing to construct and operate Space Launch Complex 7 (SLC-7) at Vandenberg AFB to launch Department of Defense satellites beginning in 1994 into polar orbit aboard Titan Centaur expendable space launch vehicles. The proposed location of SLC-7 is near Cypress Ridge on South Vandenberg, approximately one mile south of SLC-6, the Vandenberg AFB launch site for the Space Shuttle. The proposed action includes the construction of the launch complex and support facilities, the extension of roads and utilities on Vandenberg AFB, and the launching of the Titan Centaur. In addition, existing launch support facilities constructed for other space launch systems at Vandenberg AFB (i.e., Space Shuttle) are proposed to be used and/or modified as required to support the new launch complex. The satellites proposed to launch aboard the Titan Centaur from SLC-7 require polar orbits. Vandenberg AFB is the only existing U.S. government launch site that can launch satellites into polar orbits without over flying populated land masses.

The Proposed Action is to allow the addition of up to five strap-on solid rocket motors (SRMs) to the Lockheed Martin Corporation (LMC) Atlas V Launch vehicle and to allow the use of larger SRMs on the Boeing Delta IV launch vehicle, both of which are part of the EELV program. The launch locations for the Atlas V and Delta IV systems are Cape Canaveral Air Force Station in Brevard County, Florida, and Vandenberg Air Force Base, in Santa Barbara County, California. For the analysis of the FSEIS, each contractor is assumed to launch approximately 50 percent of EELV flights involving SRMs (approximately 30 launches per year total). The No-Action Alternative is the previously approved implementation of the EELV program that was analyzed in the 1998 FEIS.
