While different definitions of governance are given in the chapters, most authors associate governance with the setting and implementation of policies aimed at managing a country or territory, and with the related institutional structures and interventions by political actors. Generally, good governance is associated with concepts such as policy effectiveness, accountability, transparency, control of corruption, encouragement of citizens’ voice and gender equality—factors which are, in turn, linked with democracy. What emerges from the book is that the societies of small states are being re-shaped by various forces outside their control, including the globalization process and climate change, rendering their governance ever more complex. These problems are not solely faced by small states, but small country size tends to lead to a higher degree of exposure to external factors. The chapters are grouped into four sections broadly covering political, environmental, social and economic governance. Governance is influenced by many, often intertwined, factors; the division of the book into four parts therefore does not detract from the fact that governance is multifaceted, and such division was based on the primary focus of each particular study and its main disciplinary background. The expert authors have, moreover, used a variety of approaches in the studies, the subject of small states being well suited to scholarly work from different disciplines using qualitative, quantitative and mixed approaches to arrive at useful conclusions.

Moreover, population growth and climate change continue to put increasing pressure on the need for strategic and farsighted development, calling for policy makers to reevaluate infrastructure governance to ensure sustainable economic growth. Currently, in developing Asia, most investment in infrastructure comes from the public sector. However, with growing fiscal deficits and other budgetary constraints, it is essential to develop alternative sources of investment for infrastructure projects. This presents opportunities to tap into the private sector, which can play an instrumental role in minimizing the funding gap through the development of stronger, more transparent public–private partnerships (PPPs) and incentivizing sustainable infrastructure investment. This book provides a scholarly discussion on the importance of PPPs and approaches to unlock private participation in infrastructure investment based on lessons from across Asia. Among the proposed schemes are government tax incentives, development-based land value capture strategy under PPP land pooling, Viability Gap Funds, Project Development Facilities, and other guarantees. The book aims to assess the impacts and future of sustainable infrastructure investments and examines the role of governments in mobilizing financial resources and new models for unlocking private investment in sustainable infrastructure. Social distancing policies (SDPs), encouraging people to stay home and limit gatherings, impacted wide range of services and industries. The telecommunications infrastructure, in particular, became a spotlight in view of its critical importance to keep businesses, governments, and societies connected and running in the period of economic and social disruption. The governments acknowledged a fact that “telecommunications, internet services, broadcasting, cable services, IT and IT-enabled services (ITeS)” are the essential services. Work from Home (WFH) seemed a positive experience, however with some adverse impact on the social, behavioural and physical factors. ICEIM 2022 is a humble contribution of SPM PDEU in terms of presenting a scholarly platform wherein abundance of ideas, answers, right questions, and complementing new learning’s are expected to emerge. The conference aims at discussing and deliberating various contemporary issues and challenge in the management of energy & infrastructure. The conference showcases seven tracks, five of which are Business & Technology, Finance, Human Resource, Marketing, and Project & Operations Management. Then in view of emerging scenario, two more tracks were added namely, Business Analytics and Data Science, Strategies & Entrepreneurship Management. We do expect to receive 80–90 research papers covering various tracks of the conference. We have so far got regular research papers, industry papers, Ph.D. research papers and students’ research articles. New research directions also constitute an agenda of a conference. This conference had three plenary sessions: a) Emerging Electrical Vehicle Ecosystem: Prospects and Impediments, b) Infrastructure Development in India: Policy Perspectives and Innovative Financing Initiatives, c) Energy Sector Management: Challenges and Strategies in Industry 4.0 era. All the plenary sessions of this conference have speakers mostly from the industry. We strongly believe that this International Conference will provide ample opportunities to all participants to disseminate new research ideas with industry professionals as well as the policy-makers. It is also believed that this International Conference will initiate new thought process towards the issues and challenges faced by the energy and infrastructure and will definitely add substantially to the existing domain of knowledge.
