Book excerpt: £200 billion of new investment in energy infrastructure is needed by 2020 to cope with rising demand and meet targets on renewable energy and climate change. The six draft National Policy Statements (NPSs) are designed to speed up the planning process for major energy projects to help facilitate this investment, but the new drafts do not prioritise low-carbon generation and renewables over conventional capacity. New Government rules on energy policy could lead to a second 'dash for gas', delaying critical investment in renewables and other low carbon technologies and making the UK's climate change targets impossible to achieve. And development of too much gas capacity could crowd out opportunities for renewables to form a substantial component of the UK's energy mix. The Committee is also sceptical about the ability of the Government to deliver its aims on nuclear power. Ministers told the Committee that the NPSs should enable the development of 16 GW of new nuclear plant by 2025. That is two new nuclear plants each year. The MPs call for more clarity in coordinating developments, and stress that political certainty is essential for investors having to make decisions with planning horizons sometimes over several decades. It raises concerns about the level of investment uncertainty created by giving Ministers the ultimate power to decide on planning decisions and the Government should publish criteria against which the Secretary of State should exercise their discretion.

Ecological Governance explores how the law should respond to this rapid global deterioration of ecosystems by examining the foundational scientific and ethical considerations for designing laws that are effective for ecological protection. Based on these analyses, it argues that developed states should prioritise the reduction of the ecological stresses for which they are responsible in decision-making on their future courses. The author also proposes structures for governance and associated legal frameworks that would enable the formulation and implementation of policies for ecological sustainability.

Book excerpt: The Government and Ofgem are required to report annually to Parliament o the availability of electricity and gas for meeting the reasonable demands of consumers in Great Britain. This report succeeds and expands upon the previous reports entitled "Energy markets outlook". The projection of peak demand for electricity remains at 60GW whilst generation capacity stands at 85.3GW. However, the coming decade will see many changes in the electricity markers, with the closure of a number of coal and oil fired plant that are considered too polluting by modern standards, and nuclear plant that are scheduled to come to the end of their working lives. New plant being built or going through the planning process, and renewable projects, will replace the capacity due to close with cleaner technologies, enhance security of supply, and contribute to reduction of greenhouse gas emissions. The security of gas supply is broadly benign in the near term, though it is not risk-free. Whilst UK production is forecast to decline, there is an increasingly large and diverse range of import sources on which to draw. New import and storage capacity is also identified in the report. The report also looks at the security of supply of oil. UK oil production is declining and oil imports are forecast to increase through the 2025 timeframe. Transport accounted for 85 per cent of energy consumption of oil products in 2009, and moves to reduce that level are not expected to show significant reductions for 10-15 years.

Book excerpt: This report finds that the Government is only on track to meet its first carbon budget because of the impact of the recession. There is now a worrying shortfall in delivery; UK emissions are currently falling by only about 1 per cent per year, instead of the 2-3 per cent per year which is needed. The management of the carbon budget is as vital as that of the fiscal budget and requires the same level of political attention, civil service commitment, and parliamentary scrutiny. Although the scientific case for more stringent targets is growing, the Government should focus on making more rapid progress against its existing budgets. The Government must first deliver the carbon savings promised in its Low Carbon Transition Plan, then urgently bring forward new measures to increase the rate at which emissions are falling to 2-3 per cent per year and then move to tighten carbon budgets and increase the 2020 target for reducing emissions to a cut of 42 per cent on 1990 levels by 2020. The Committee is also calling on the Government to: work in international climate negotiations on getting emissions to peak as soon as possible; secure competitive advantages for the UK in emerging markets for low-carbon technologies by being prepared to move unilaterally; monitor the latest science and start planning the options available for reducing emissions further and faster in case the scale of the crisis demands bigger cuts; put the right regulatory framework in place to ensure that we do not wrongly invest in high-carbon infrastructure.
