Book excerpt: This report recommends that a default answer of 'yes' to development should be removed from the National Planning Policy Framework (NPFF). The phrase 'significantly and demonstrably' must also be removed from the presumption that all planning applications should be approved unless the adverse effects 'significantly and demonstrably' outweigh the benefits, because it adds a further barrier to the achievement of truly sustainable development. The definition of 'sustainable development' is inadequate and often conflated with 'sustainable economic growth'. The framework gives the impression that greater emphasis should be given in planning decisions to economic growth, undermining the equally important environmental and social elements of the planning system. The NPPF should require local planning decisions to be taken in accordance with the presumption in favour of sustainable development consistent with Local Plans. It is unacceptable that so many parts of England have yet to develop and adopt a new Local Plan. Clarity within the NPPF has suffered in the pursuit of brevity. Inconsistent drafting could create gaps in planning policy or guidance that could lead to a huge expansion in the size of Local Plans - as local authorities attempt to plug those gaps. The test for 'viability', as currently worded, risks allowing unsustainable developments to go ahead if measures to make them sustainable are deemed to make them unviable for the developer. MPs also call for a sensible transition period to give local authorities time to put Local Plans in place where they have not already done so.

Book excerpt: Focusing on the Anglophone Caribbean, The Making of a Caribbean Avant-Garde describes the rise and gradual consolidation of the visual arts avant-garde, which came to local and international attention in the 1990s. The book is centered on the critical and aesthetic strategies employed by this avant-garde to repudiate the previous generation’s commitment to modernism and anti-colonialism. In three sections, it highlights the many converging factors, which have pushed this avant-garde to the forefront of the region’s contemporary scene, and places it all in the context of growing dissatisfaction with the post-colonial state and its cultural policies. This generational transition has manifested itself not only in a departure from “traditional” in favor of “new” media (i.e., installation, performance, and video rather than painting and sculpture), but also in the advancement of a “postnationalist postmodernism,” which reaches for diasporic and cosmopolitan frames of reference. Section one outlines the features of a preceding “Creole modernism” and explains the different guises of postnationalism in the region’s contemporary art. In section two, its [PKM1] momentum is connected to the proliferation of independent art spaces and transnational networks, which connect artists across and beyond the region and open up possibilities unavailable to earlier generations. Book excerpt: This work critically examines diversity, discrimination, and inclusion in the English-speaking Caribbean nations, with a specific emphasis on persons with disabilities. The chapters include an evaluative analysis on the extant theoretical and empirical literature on persons with disabilities in employment, exploring the nature of their disability, the role of information technology in gaining and retaining employment, and an analysis of the laws and relevant policies which prohibit the discrimination against persons with disabilities in the Caribbean region. Though the enactment of legislation outlawing the discrimination of persons with disabilities is not widespread in the Caribbean, a few select territories have taken positive steps towards recognition of the need to achieve inclusion of persons with disabilities and accept the diversity of the Caribbean populace. After exploring the general state of disability and discrimination in the Caribbean region, the authors analyze workplace accommodations provided to persons with disability, particularly as relations to IT and assistive devices, before focusing on workplace stigmas related to mental health disability and employment law. In addition to literature-based analyses, the book includes qualitative case studies, with the goal of providing benchmarks in organizational responses to employees with disabilities. Further, the authors highlight lessons to be learned from other countries in addressing inequality in the workplace for disabled persons. With its analysis of employment as well as socio-economic and legal issues, this interdisciplinary text will serve as a useful resource in not only understanding the organizational challenges faced by persons with disabilities in the region but also the necessary legislation needed to address discriminatory practices on a wider scale.

This politics is made by a new kind of citizen – one that is neither respectful nor passive, but instead insurgent. The collapse of the dream of a consensus politics is not a cause for despair.
