Book excerpt: "It is anticipated that the draft National Occupational Health and Safety Certification Standard for Users and Operators of Industrial Equipment will be endorsed by Worksafe (the National Occupational Health and Safety Commission) in November 1992. The National Standard marks a significant change to previous certification requirements, primarily it is based on incorporation of identification, assessment and control of relevant hazards with technical competence in use and operation of the equipment. It is anticipated that the Standard will vary and improve Victorian certification requirements. Mutual recognition and national uniformity are two vital background issues relevant to the development and implementation of the National Certification Standard. In order to examine these and other relevant issues, a literature search was conducted through Worksafe Australia and the Victorian Occupational Health and Safety Authority. Mutual recognition is intended to apply where national uniformity is not seen as being essential for the "efficient working" of the economy. It may over time lead to uniform standards between the States, however, uniform standards are not a requirement for the operation of mutual recognition. In November 1991 the Conference of Commonwealth and State Ministers of labour (MOLAC) agreed to coordinate resources at a Commonwealth, State and Territory government and industry level to rationalise, develop and implement national occupational health and safety standards with the aim of achieving uniformity by the end of 1993. This was based on the view that in the area of OHS, the best way to achieve the goals of mutual recognition was through uniform national standards. " -- Abstract.
