At the same time, all 50 states sent approx. 50,000 National Guard personnel to deal with the storm¿s aftermath. These have included activities from disaster relief to managing Indian reservations, military government in the post-Civil War South to supporting domestic law enforcement. This study focuses on the use of federal troops in domestic disorders from 1877 through 1945. These operations are not only an important part of our Army's past, but they portend lessons for the future. As the U.S. Army enters its third century of service to the nation, it faces an era in which it will undoubtedly be called on again to con duct domestic support operations at home and stability and peace operations overseas. This work, the second of three volumes on the history of Army domestic support operations, encompasses a tumultuous era, the rise of industrial America with attendant social dislocation and strife. It begins with the first major U.S. Army intervention in a labor dispute, the Great Railway Strike of 1877, and concludes with War Department seizures of strike-plagued industries during World War II. The evolution of the Army's role in domes tic support operations, its strict adherence to law, and the disciplined manner in which it conducted these difficult and often unpopular operations are major themes of this volume. Throughout these troubled times presidents came to rely on the U.S. Army to provide units for civil disturbance duty. The national leadership began to tap the Army for units as a first, not last, resort. Army units not only enforced federal authority, but also aided local and state officials in maintaining law and order, protecting lives and property, and preserving social and political stability. The Army responded promptly and decisively to unrest, exercising disciplined responses that quelled disorders within legal boundaries. Army forces employed effective nonlethal tactics, techniques, and procedures during a time when the nation was buffeted by the greatest number of labor and race-related disturbances in its history, and local authorities often demonstrated far less forbearance. Though this is a study of the U.S. Army's experience at a specific time in U.S. history, the issues it addresses offer broader perspectives. Similar challenges may be faced by active and reserve Army units both in the United States and overseas. In particular, U.S. forces may be called on to participate in peace operations, especially in countries con fronting social unrest resulting from ethnic tensions and rapidly changing economies. Lessons gleaned from this chapter in our Army's past include the value of highly disciplined soldiers, careful operational and logistical planning, flexibility, and initiative at the lowest levels of command. These hallmarks of a trained and ready force apply not only to domestic support, but also to the full range of military operations the United States may face in the twenty-first century.

It discusses the role of Army forces cooperating with and supporting civilian organizations in domestic operational environments, with particular emphasis on how operations conducted by Army forces within the United States differ from full spectrum operations conducted overseas. All civil support operations buttress the capabilities of civil authorities within the United States. The mechanisms that regulate civil support come from law, policy, regulation, and directive. Civil support operations require Army leaders to understand an environment shaped primarily by federal, state, local, and tribal agencies, and circumscribed by law. Nowhere is this more striking than in the roles of the National Guard. In sharp contrast to stability operations, Army forces may conduct civil support operations with National Guard forces responding under the direction of a governor or alongside active duty forces as part of a coordinated national response. FM 3-28 explains the reasons for the division of forces and provides considerations for the entire Army, including all three components: Regular Army, Army Reserve, and Army National Guard. The proponent has made every effort to keep Army civil support doctrine consistent with appropriate laws, policies, regulations, and directives of the federal and state governments, the Department of Defense, the Department of the Army, and the National Guard. In any case where Army doctrine differs, the laws, policies, regulations, and directives take precedence. The manual's primary focus is on the operational Army echelons that conduct civil support operations. These include battalions, brigades, division headquarters, and Army Service component headquarters. However, these echelons require extensive support from the generating force, including Army civilians and contractors, and the FM addresses that support as applicable. Although two combatant commands, United States Pacific Command and United States Northern Command, conduct civil support operations, this manual uses United States Northern Command terminology and methods throughout. Users located in the United States Pacific Command area of responsibility should refer to theater plans and standing operating procedures for specific civil support procedures in that theater. The fundamentals of civil support operations remain the same, but the unique characteristics of the Pacific region alter some of the details of defense support of civil authorities and National Guard civil support within the United States Pacific Command area of responsibility. FM 3 28 is organized into nine chapters and eleven supporting appendixes. Chapters 1 and 2 provide an overview of domestic operations and the Army's role in civil support. Chapters 3, 4, 5, and 6 explain the primary civil support tasks-provide support for domestic disasters; provide support for domestic chemical, biological, radiological, nuclear, or high-yield explosives incidents (CBRNE incidents); provide support for domestic civilian law enforcement agencies; and provide other designated support. Chapter 7 provides a legal discussion aimed primarily at unit commanders, providing them with sufficient information to understand what their staff judge advocates should tell them. Chapters 8 and 9 address sustainment (logistics, personnel services, and health service support), but due to the complexity of the subject, logistic and personnel services are in chapter 8, and health service support receives separate discussion in chapter 9.

Book excerpt: It is often said that the Vietnam War taught us that the American public is no longer willing to tolerate American casualties in U.S. wars and military operations. There are also two contradictory corollaries: one that the first deaths in a conflict will spark demands for immediate withdrawal, the other that casualties lead to an inexorable demand for "escalation to victory." The truth is far more subtle and sensible. The simplest explanation consistent with the data is that public support for U.S. military operations and public tolerance for casualties are based upon a sensible weighing of benefits and costs that is influenced heavily by consensus (or its absence) among political leaders. When such agreement is missing, even low costs can erode public support for the intervention. In the end, most Americans do not want lives to be sacrificed for any but the most compelling and promising causes, and they rely on their leaders to illuminate just how compelling and promising these causes are.
