These efficiencies, Senator Nunn believes, can be turned on domestic difficulties. As budgets were cut, the broad area of roles and missions also became the vehicle for scrubbing the budget and revalidating missions and force structures. The revalidation process continues and, in simple terms, the defense budget will see dollars being taken out or new missions added. This paper details Senator Nunn's ideas for new missions. It sets forth his speech, the relevant materials from reports of the Senate Armed Services Committee and the House-Senate Conference Committee (Appendix A), and the final text of the legislation as enacted in the National Defense Authorization Act for Fiscal Year 1993 (Appendix B).

Book excerpt: Defined as operations other than war, stability operations can include peacekeeping activities, population control, and counternarcotics efforts, and for the entire history of the United States military, they have been considered a dangerous distraction if not an outright drain on combat resources. Yet in 2005, the U.S. Department of Defense reversed its stance on these practices, a dramatic shift in the mission of the armed forces and their role in foreign and domestic affairs. With the elevation of stability operations, the job of the American armed forces is no longer just to win battles but to create a controlled, nonviolent space for political negotiations and accord. Yet rather than produce revolutionary outcomes, stability operations have resulted in a large-scale mission creep with harmful practical and strategic consequences. Jennifer Morrison Taw examines the military's sudden embrace of stability operations and its implications for American foreign policy and war. Through a detailed examination of deployments in Iraq and Afghanistan, changes in U.S. military doctrine, adaptations in force preparation, and the political dynamics behind this new stance, Taw connects the preference for stability operations to the far-reaching, overly ambitious American preoccupation with managing international stability. She also shows how domestic politics have reduced civilian agencies' capabilities while fostering an unhealthy overreliance on the military. Book excerpt: The National Guard is an integral part of the military's operational force deployed around the world, and a first responder in case of a catastrophic disaster in the United States. The use of the Army National Guard has been evolving over the last decade, but for many of those years it has lacked modern equipment to conduct its federal and domestic missions. The September 11, 2001 attacks initiated the transformation of the Army National Guard for the 21st century. Over 255,000 National Guardsmen have deployed to either Iraq or Afghanistan as part of the Operational Force in support of the Regular Army. The multiple deployments for each contingency have depleted and worn out the Army National Guard, especially its equipment. The shortage of equipment throughout the Army National Guard has impacted its abilities to respond to domestic missions. While the Army National Guard augments the Regular Army, nondeployed units continue to execute their domestic missions in Homeland Defense, Homeland Security, and Civil Support. The response to Hurricane Katrina sparked renewed debate over the National Guard's domestic and federal missions and its equipment shortages. Hurricane Katrina made it evident the past several years that the Army National Guard's response to domestic missions has been hampered by the lack of proper equipment and the condition of equipment it has on hand. This paper explores the complexity of defining the National Guard's domestic and federal missions. Furthermore, it provides the background of equipment shortages found throughout the National Guard. The research reveals how the Army Force Generation model provides predictability for guardsmen about their potential deployment schedule; however, the model does not take into account the Army National Guard's domestic mission. The way forward for the Army National Guard to improve its execution of federal and domestic mission is the integration of dual-use equipment. This addition of dual-use equipment sets would increase the readiness posture of the Army National Guard. Finally, this paper provides recommendations on the future readiness of the Army National Guard to execute its dual missions. The National Guard's dual missions need to be refined clearly to articulate roles and responsibilities because there are several interpretations as what an Operational Force should be and how it should be resourced. In addition, the difficulty for the Army National Guard to delineate between Homeland Defense, Homeland Security, and support to Civil Authorities missions is complicated. Therefore, resourcing the Army National Guard to execute these missions will strengthen our nation's defenses at home and abroad.

Book excerpt: The way in which the federal government views the defense of the United States has dramatically changed since September 11, 2001. Consequently, the Department of Defense (DOD) is adjusting its Cold War strategic focus (of defending against massed combat forces) to better encompass defense against the asymmetric threats that small terrorist cells represent to U.S. territory. GAO was asked to review DOD's participation in domestic missions. This testimony represents our preliminary work in response to the request. It addresses (1) the primary differences in military and nonmilitary missions; (2) how DOD evaluates requests for nonmilitary missions; (3) how the 1878 Posse Comitatus Act impacts DOD's nonmilitary missions; (4) whether current management organizations, plans, and forces are adequate to support DOD's domestic missions; and (5) the impact of overseas and domestic missions on military personnel tempo. GAO is making no recommendations in this testimony. DOD's military and nonmilitary missions differ in terms of roles, duration, discretion to accept or reject, and capabilities normally employed. DOD evaluates nonmilitary mission requests on the basis of legality, lethality, risk to DOD forces, the cost, the appropriateness of the mission, and the impact on military readiness. The 1878 Posse Comitatus Act prohibits the direct use of federal military troops in domestic civilian law enforcement, except where authorized by the Constitution or Acts of Congress. Congress has expressly authorized the use of the military in certain situations such as to assist with drug interdiction or assist with terrorist incidents involving weapons of mass destruction. It is too early to assess the adequacy of DOD's new management organizations or plans but some forces may not be tailored for their domestic missions. DOD established an Office of the Assistant Secretary of Defense for Homeland Defense and U.S. Northern Command plan and execute domestic missions. U.S. Northern Command's plan for domestic military missions was developed before DOD officials had agreed on the nature of the threat. Forces are not adequately tailored for some domestic missions, and readiness could erode because of it. For example, Air Force fighter units deployed since September 11, 2001 to perform combat air patrols are unable to also perform required combat training. Overseas and domestic missions are stressing U.S. forces as measured in personnel tempo data. In September 2001, about 1,600 Air Force personnel had spent 220 to 365 days away from their homes over the previous year, but by December 2002 almost 22,100 Air Force personnel had been away that long. The Army reported similar increases. To prevent erosion in combat capabilities, DOD issued orders, known as stop loss, to involuntarily retain critical personnel.
