One suggested solution to this problem has gained more popular and academic support in recent years: the idea of a universal, unconditional basic income (UBI). This study, therefore, examines whether and how UBI could support social security systems in the UK, Germany and Sweden in order to achieve their aims and fulfill their functions. Since effectiveness and efficiency describe the functionality of social security systems, the study focuses on these two aspects. These aspects will be used to theoretically discuss expected effects of UBI along with the main aims and functions of key policies in each country in regard to their effectiveness and efficiency. In comparison with current social security schemes in each country, the study demonstrates that UBI is able to deal more effectively with several traditional and new risks, despite problems with higher expectations and living standards. UBI provides basic needs and supports people in need.

Book excerpt: In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

While the benefits of targeting are clear, i.e., a larger poverty impact for a given transfer budget or lower fiscal cost for a given poverty impact, in practice targeting also comes with various costs, including incentive, administrative, social and political costs. The appropriate balance between targeted and universal transfers will therefore depend on how countries decide to trade-off these costs and benefits as well as on the potential for redistribution through taxes. This paper discusses the trade-offs that arise in different country contexts and the potential for strengthening fiscal redistribution in advanced and developing countries, including through expanding transfer coverage and progressive tax financing.

The model analyses show that a moderate basic income can be compatible with lower unemployment, higher GDP,higher real incomes for workers, lower income inequality between workers, but a lower real income for the (voluntary) unemployed.

Book excerpt: Tom Paine's 'Agrarian Justice' (1797) continues to inspire progressive politicians today as a source of two contemporary policies, Land Value Taxation and Universal (Basic) Income (Citizen's Income). His starting point was the belief, widespread until the end of the eighteenth century, that the Earth is the common property of humankind. Rather than advocating the common ownership of land, he proposed that landowners 'owe to the community a ground-rent', the market rent of their land. He advocated that this be paid into a fund to be used for the benefit of all, both as a lump sum payment on reaching adulthood and as a pension for older people. He is well worth reading for his passion and rhetoric. This publication also includes a riposte written in the same year by Thomas Spence, who had published a similar but more radical proposal in 1776. It also contains a 20th century re-statement of individual and common rights to the Earth and a summary of the relevance of Agrarian Justice today.

Applying combinations of these policy options alongside effective governance for health equity should enable WHO European Region Member States to reduce health inequities and synergize efforts to achieve the United Nations Sustainable Development Goals.
