Book excerpt: I analyze data from a 1991--92 field survey of rural Bangladeshi households to determine the effect of access to microcredit on agricultural productivity in rural areas. I argue that rural farmers with access to microcredit should only realize productivity gains if they are credit-constrained. I find that, relative to people who had no opportunity to join a microcredit program, access to a microcredit program does not lead to direct productivity gains for farmers of either transplanted Aman rice or a high-yield variety of Aman rice. Only access to a Grameen Bank microcredit program is associated with a lower cost of sharecropping--defined as the share kept by the landlord multiplied by the sharecropped proportion of the total land cultivated by the farmer--while access to BRAC (previously the Bangladesh Rural Advancement Committee) and Bangladeshi Rural Development Board programs are not. Only access to a Grameen program leads to significant productivity gains when considered jointly with a reduction in sharecropping-costs. The results suggest that access to microcredit does not lead to direct improvements in agricultural productivity.

They show specifically that a deeper financial sector leads to higher agricultural productivity, including higher cereal yields, through increased fertilizer and tractor use. Higher productivity in turn leads to lower undernourishment. The results are robust to various specifications and econometric tests and imply that a 1 percentage point increase in private credit to GDP reduces undernourishment by 0.22-2.45 percentage points, or about one-quarter the impact of GDP per capita.

Book excerpt: Vermeersch and Kremer examine the effects of subsidized school meals on school participation, educational achievement, and school finance in a developing country setting. They use data from a program that was implemented in 25 randomly chosen preschools in a pool of 50. Children's school participation was 30 percent higher in the treatment group than in the comparison group. The meals program led to higher curriculum test scores, but only in schools where the teacher was relatively experienced prior to the program. The school meals displaced teaching time and led to larger class sizes. Despite improved incentives, teacher absenteeism remained at a high level of 30 percent. Treatment schools raised their fees, and comparison schools close to treatment schools decreased their fees. Some of the price effects are caused by a combination of capacity constraints and pupil transfers that would not happen if the school meals were ordered in all schools. The intention-to-treat estimator of the effect of the randomized program incorporates those price effects, and therefore it should be considered a lower bound on the effect of generalized school meals. This insight on price effects generalizes to other randomized program evaluations. This paper--a product of the Poverty Reduction and Economic Management 2, Africa Technical Families--is part of a larger effort in the region to increase our understanding of the impact of programs aimed at reaching the Millennium Development Goals.

This text examines the experiences of the Grameen Bank and two other major microcredit programmes in Bangladesh in order to quantify the potential and limitations of microcredit programmes as an instrument for reducing poverty and delivering financial services to the poor.

The aggregate gross annual value of these smallholder producers approaches US$1.3 trillion. Adding value to that production, through financial investment, will be key to delivering the Sustainable Development Goals (SDGs). Therefore, access to finance is an important issue. The Forest and Farm Facility (FFF) commissioned this scoping paper to assess what might be done to improve access to finance. Organisation of forest and farm producers allows finance to be channelled toward valueadded investments. But the motivation to form forest and farm producer organisations (FFPOs) varies with context, from the desire to secure resource rights for Indigenous peoples in the forest core, to the desire to strengthen economic scale efficiencies in periurban forest product processing industries. The scale and type of finance needs vary and span enabling investments (grants or concessional loans)through to asset investments (market-rate capital that requires a return). Access to finance for FFPOs requires tailored approaches. For FFPOs, enabling investments in four key areas are needed to create the conditions and necessary track record to attract asset investment: (i) secure commercial rights; (ii) strong organisation for scale; (iii) appropriate technical extension; and (iv) fair market access and business incubation. Enabling investments of this sort make FFPO businesses bankable and affords them access to finance.

Some 200 million people globally now receive support from microfinance institutions, with most of the recipients in the developing world. In the beginning, much of the microfinance industry was managed by non-governmental organizations, but today the majority of these institutions are commercial and regulated by governments, and they provide safe places for the poor to save, as well as offering much-needed capital and other financial services. Now out of infancy, the microfinance industry faces major challenges, including its ability to deal with mobile banking and other technology and concerns that some markets are now over-saturated with microfinance. How the industry deals with these and other challenges will determine whether it will continue to grow or will be subsumed within the larger global financial sector. This book is based on the results of a workshop at Lehigh University among thirty-four leaders in the industry. The editors, working with contributions from more than a dozen leading authorities in the field, tell the important story of how microfinance developed, how it has met the needs of hundreds of millions of people, and they address key questions about how it can continue to meet those needs in the future.

Enhancing agricultural growth and productivity is essential to meeting the worldwide demand for food and to reducing poverty, particularly in the poorest developing countries. Between 1998 and 2008, the period covered by this evaluation, the World Bank Group (WBG) provided $23.7 billion in financing for agriculture and agribusiness in 108 countries (roughly 8 percent of total WBG financing), spanning areas from irrigation and marketing to research and extension. However, this was a time of declining focus on agricultural growth and productivity by both countries and donors. The cost of inadequate attention to agriculture, especially in agriculture-based economies, came into focus with the food crisis of 2007-08. The crisis added momentum to an emerging renewal of attention and stepped-up financing to agriculture and agribusiness at the World Bank and International Finance Corporation (IFC), as well as at several multilateral and bilateral agencies. World Bank financing rose two and a half times from 2008 to 2009, though that increase in lending seems to have been accompanied by a decline in analytical work, which this review finds valuable for results. This evaluation seeks to provide lessons from successes and failures to help improve the development impact of the renewed attention to the sector. Ratings against the World Bank?s stated objectives and IFC?s market-based benchmarks for agriculture and agribusiness projects have been equal to or above portfolio averages in East Asia, Latin America, and the transition economies in Europe, with notable successes over a long period in China and India. But performance of WBG interventions has been well below average in Sub-Saharan Africa, where IFC has had little engagement in agribusiness. Inconsistent client commitment and weak capacity have limited the effectiveness of WBG support in agriculture-based economies, particularly in Sub-Saharan Africa, and constraints on staffing and internal coordination within the WBG have also hurt outcomes. Financial sustainability has been constrained by insufficient government funding and the difficulty of maintaining agricultural services and infrastructure. The WBG has a unique opportunity to match the increases in the financing for agriculture with sharper focus on improving agricultural growth and productivity in agriculture-based economies, notably in Sub-Saharan Africa. Greater effort will be needed to connect sectoral interventions and achieve synergies from public and private sector interventions; to build capacity and knowledge exchange; to take stock of experience in rain-fed agriculture; to ensure attention to financial sustainability and to cross-cutting issues of gender, environmental and social impacts, and climate; and to better integrate WBG support at the global and regional levels with that at the country level.
