This report examines DoD's process for "certifying and authorizing interoperability" (CAI); how the process was being applied, incl. whether contracting laws and reg's. have been violated; and the impact of DoD's appl'n. process on the competition. The report found that DoD does not have a well-defined process, incl. clear require., for CAI telecom switches. DoD has not applied its "telecom switch certification and authorization process" (TSCAP) consistently across vendors, and it has violated its own interop. policy. DoD's appl'n. of its TSCAP is influencing vendors' plans for competing for the DoDs bus.

Book excerpt: The Department of Commerce operates two telecommunications research laboratories located at the Department of Commerce's Boulder, Colorado, campus: the National Telecommunications and Information Administration's (NTIA's) Institute for Telecommunications Sciences (ITS) and the National Institute of Standards and Technology's (NIST's) Communications Technology Laboratory (CTL). ITS serves as a principal federal resource for solving the telecommunications concerns of federal agencies, state and local governments, private corporations and associations, standards bodies, and international organizations. ITS could provide an essential service to the nation by being a principal provider of instrumentation and spectrum measurement services; however, the inter-related shortages of funding, staff, and a coherent strategy limits its ability to fully function as a research laboratory. This report examines the institute's performance, resources, and capabilities and the extent to which these meet customer needs. The Boulder telecommunications laboratories currently play an important role in the economic vitality of the country and can play an even greater role given the importance of access to spectrum and spectrum sharing to the wireless networking and mobile cellular industries. Research advances are needed to ensure the continued evolution and enhancement of the connected world the public has come to expect.

In May 2000, the department began to enforce this policy for telecommunications (telecom) switches, requiring them to be tested and certified for interoperability before being installed within the DOD network. DOD does not have a well-defined process, including clear requirements, for certifying and authorizing telecom switches. The process is not fully documented, current, or complete and DOD has not applied its telecom switch certification and authorization process consistently across vendors, and sometimes violated policy. DOD's application of its telecom switch certification and authorization process is influencing vendors' plans for competing for the department's business. One of five vendors GAO interviewed stated that it has stopped doing business with DOD for economic reasons. Within DOD, positions are mixed on the impact of the department's interoperability goal on competition.

Book excerpt: The Assistant Secretary of Defense (Command, Control, Communications, and Intelligence) requested an audit of DoD long-haul telecommunications requirements and their management on September 12, 1997. The request reiterated the current policy that pronounces the Defense Information Systems Agency as the sole provider and manager of long-haul telecommunications systems and services for the DoD. The request also stated that the way to achieve an affordable, efficient DoD telecommunications system that supports the missions of the Department is to implement standard solutions supported by interoperable, common-user systems for all identified and validated requirements. The Defense Information Systems Agency contracted for transmission services at $5 billion over a 9-year period to support the DoD common-user system, the Defense Information Systems Network. The Naval Audit Service, the Air Force Audit Agency, and the Office of the Inspector General, Defense Information Services Agency also participated in this audit.
