This report assesses (1) actions DOD has taken to assign work to the manufacturing arsenals to generate sufficient revenue to recover their operating expenses, (2) the extent to which DOD is strategically positioned to sustain the manufacturing arsenals' critical capabilities, and (3) the extent to which DOD's September 2014 report addresses statutory reporting elements and is consistent with relevant research presentation standards for a defense research study. To conduct this review, GAO analyzed documentation, visited the arsenals, and interviewed relevant DOD officials. During the defense drawdown of the 1990s, the manufacturing arsenals were struggling from a diminishing and fluctuating workload, high product costs, significant reductions in force, and a fear that their core skills were being lost. The National Defense Authorization Act for Fiscal Year 2001 authorized the Arsenal Support Program Initiative (ASPI), as a demonstration program designed to help maintain the viability of the Army's manufacturing arsenals. Our objective for this review was to determine the extent to which the Army has addressed the intended purposes set forth in the ASPI authorizing legislation. Additionally, in response to congressional interest, we have provided information in enclosure 2 of this report that discusses other available authorities that the Army uses or could use to improve the viability of its manufacturing arsenals. In response to direction by the conferees to conduct a business case analysis that examines the cost, return on investment, and economic impact of the ASPI program, the Congressional Budget Office expects to submit its report later this year. Accordingly, our review did not address those aspects of the ASPI program.

For example, much of today's installation structure was determined by the mobilizations the nation went through to fight two World Wars. In particular, the Army's existing arsenals and ammunition plants are operating at a fraction of their capacities. As a result, in the fall of 1999 the Office of the Secretary of Defense directed the Army to prepare a report on the right sizing of these facilities. At the request of the Assistant Deputy Chief of Staff for Operations and Plans for Force Development, RAND's Arroyo Center undertook this study on behalf of the Army. An earlier report delivered findings about the Watervliet and Rock Island arsenals. This report expands its focus to include all 16 arsenals and ammunition plants.

More than a century and a half later, the defense industry remains Fort Worth’s major strength with Lockheed Martin’s F-35s and Bell Helicopter’s Ospreys flying the skies over the city. Arsenal of Defense: Fort Worth’s Military Legacy covers the entire military history of Fort Worth from the 1840s with tiny Bird’s Fort to the massive defense plants of the first decade of the twenty-first century. Although the city is popularly known as “Cowtown” for its iconic cattle drives and stockyards, soldiers, pilots, and military installations have been just as important—and more enduring—in Fort Worth’s legacy. Although Bird’s Fort provided defense for early North Texas settlers in the mid nineteenth century, it was the major world conflicts of the twentieth century that developed Fort Worth’s military presence into what it is today. America’s buildup for World War I brought three pilot training fields and the army post Camp. During World War II, headquarters for the entire nation’s Army Air Forces Flying Training Command came to Fort Worth. The military history of Fort Worth has been largely an aviation story—one that went beyond pilot training to the construction of military aircraft. Beginning with Globe Aircraft in 1940, Consolidated in 1942, and Bell Helicopter in 1950, the city has produced many thousands of military aircraft for the defense of the nation. Lockheed Martin, the descendant of Consolidated, represents an assembly plant that has been in continuous existence for over seven decades. With Lockheed Martin the nation’s largest defense contractor, Bell the largest helicopter producer, and the Fort Worth Naval Air Station Joint Reserve Base Federal Medical Center Carswell the reservist’s training pattern for the nation, Fort Worth’s military defense legacy remains strong. Arsenal of Defense won first place in the Press Women of Texas Communications Contest (2012).

The first was the Great Depression and the government's New Deal recovery program. The second was the gradual abandonment of the monetary Gold Standard, or the "floating" of the dollar between 1933 and the 1970s. Third, and least appreciated, was the mobilization of the American economy to confront the threat of the Axis ascendancy in World War II. Becoming the Arsenal places the events of this economic mobilization in its political-economic context and evaluates its performance in terms of prevailing military and political realities. The book is structured in three parts. The first deals with the decision to mobilize in May-June 1940. The second part relates the importance of the World War I experience and the economic diplomatic environment of the late 1930s. The final part examines the shift from a partial mobilization to the commitment to a "Victory Plan" in the fall of 1941, and achievement of complete mobilization and its consequences, in early 1943.
