We must act now to secure our future.This Digital Modernization Strategy is the cornerstone for advancing our digital environment to afford the Joint Force a competitive advantage in the modern battlespace.Our approach is simple. We will increase technological capabilities across the Department and strengthen overall adoption of enterprise systems to expand the competitive space in the digital arena. We will achieve this through four strategic initiatives: innovation for advantage, optimization, resilient cybersecurity, and cultivation of talent.The Digital Modernization Strategy provides a roadmap to support implementation of the National Defense Strategy lines of effort through the lens of cloud, artificial intelligence, command, control and communications and cybersecurity.This approach will enable increased lethality for the Joint warfighter, empower new partnerships that will drive mission success, and implement new reforms enacted to improve capabilities across the information enterprise.The strategy also highlights two important elements that will create an enduring and outcome driven strategy. First, it articulates an enterprise view of the future where more common foundational technology is delivered across the DoD Components. Secondly, the strategy calls for a Management System that drives outcomes through a metric driven approach, tied to new DoD CIO authorities granted by Congress for both technology budgets and standards.As we modernize our digital environment across the Department, we must recognize now more than ever the importance of collaboration with our industry and academic partners. I expect the senior leaders of our Department, the Services, and the Joint Warfighting community to take the intent and guidance in this strategy and drive implementation to achieve results in support of our mission to Defend the Nation.

Book excerpt: In 1995, we first designated the Department of Defense's (DOD) business systems modernization program as "high risk," and we continue to designate it as such today. To assist in addressing this high-risk area, Congress passed legislation consistent with prior GAO recommendations for Defense to develop a business enterprise architecture (BEA). In September 2006, DOD released version 4.0 of its BEA, which despite improvements over prior versions, was not aligned with component architectures. Subsequently, Defense issued a strategy for extending its BEA to the component military services and defense agencies. To support GAO's legislative mandate to review DOD's BEA, GAO assessed DOD's progress in defining this strategy by comparing it with prior findings and recommendations relevant to the strategy's content.

When adequately tailored, the Army, as part of the Joint Force, provides multiple options, integrates efforts of multiple partners and operates across multiple domains to present enemies and adversaries with multiple dilemmas. The Army Operating Concept, October 2014, identifies the first order capabilities the Army needs to meet these challenges. This Army Equipment Modernization Strategy describes how the Army will apply resources to adapt materiel in the near-term, evolve programs in the mid-term and innovate with Science and Technology for the long-term. In the near-term through FY 2020, the Army will use existing capabilities in new ways, modify and adapt capabilities to respond to new needs and more rapidly exploit new opportunities with innovative approaches. The Army must adapt faster than enemies and potential adversaries. In the mid-term, FY 2021-2029, the Army will evolve capabilities to retain overmatch and enhance expeditionary maneuver to rapidly deploy and conduct operations with ample duration and sufficient scale to win. For the long-term, the Army will innovate with less mature, but promising technologies to sustain Army asymmetric advantages and achieve significant leaps in warfighting efficiency and effectiveness. The Army Equipment Modernization Strategy applies the first principles for technological development which emphasize the integration of technology with Soldiers and teams to Enhance the Soldier for Broad Joint Mission Support. Our Soldiers and our foundational tactical formation, the Squad, must Remain Prepared for Joint Combined Arms Maneuver to defeat enemies at close quarters in urban and complex terrain. Our formations must possess the right combination of mobility, protection and lethality to fight and win. This strategy seeks to simplify systems, maximize reliability, describe equipment that ensures the capacity and readiness to accomplish any mission and reduce logistical demands and life cycle costs. It ensures interoperability and anticipates enemy countermeasures and Enables Mission Command by investing in a network with agile and expeditionary tactical command posts that are supported by a more robust home station architecture.

Workshop participants discussed organizational and management gaps and weaknesses, as well as technical shortfalls associated with the DAF's digital transformation strategies - for example, the issue of cybersecurity within the context of the DAF's proposed digital strategies. Organizational and management practices from both the public and private sectors were also discussed in light of their potential for adaptation and adoption within the DAF. Sponsored by the U.S. Department of Defense, the three 2-day workshops of the series were held virtually on September 1-2, 2021, September 8-9, 2021, and September 23-24. Panelists at the first workshop explained and discussed the DAF's digital transformation strategy - in particular, the proposed digital architectures and the systems, programs, organizations, and missions to be supported. The second workshop featured panels of information systems experts and managers from industry and other government agencies who discussed their experiences with digital transformations and shared their views of best practices. The third workshop focused on the potential applicability of these lessons learned to the DAF's digital transformation strategy and architecture.
