However, China is also willing to employ coercive measures - both military and non-military - to advance its interests and mitigate opposition from other countries. For example, in 2017, China used economic and diplomatic pressure, unsuccessfully, in an attempt to urge South Korea to reconsider the deployment of the Terminal High-Altitude Area Defense (THAAD) system.In its regional territorial and maritime disputes, China continued construction of outposts in the Spratly Islands, but also continued outreach to South China Sea claimants to further its goal of effectively controlling disputed areas. China also maintained a consistent coast guard presence in the Senkakus. In June 2017, India halted China's efforts to extend a road in territory disputed with Bhutan near the India border, resulting in a protracted standoff lasting more than 70 days. In August, India and China agreed to withdraw their military forces from the vicinity of the standoff; however, both countries maintain a heightened military presence in the surrounding region.While the Department of Defense engages substantively with the People's Liberation Army, DoD will also continue to monitor and adapt to China's evolving military strategy, doctrine, and force development, and encourage China to be more transparent about its military modernization. The United States will adapt its forces, posture, investments, and operational concepts to ensure it retains the ability to defend the homeland, deter aggression, protect our allies and partners, and preserve regional peace, prosperity, and freedom.

China's leaders seek ways to leverage China's growing military, diplomatic, and economic clout to advance its ambitions to establish regional preeminence and expand its international influence. Chinese leaders have characterized modernization of the People's Liberation Army (PLA) as essential to achieving great power status and what Chinese President Xi Jinping calls the "China Dream" of national rejuvenation. They portray a strong military as critical to advancing Chinese interests, preventing other countries from taking steps that would damage those interests, and ensuring that China can defend itself and its sovereignty claims. Throughout 2015, China continued to assert sovereignty claims over features in the East and South China Seas. In the East China Sea, China continued to use maritime law enforcement ships and aircraft to patrol near the Senkaku (Diaoyu) Islands in order to challenge Japan's claim. In the South China Sea, China paused its land reclamation effort in the Spratly Islands in late 2015 after adding more than 3,200 acres of land to the seven features it occupies in the archipelago. Although these artificial islands do not provide China with any additional territorial or maritime rights within the South China Sea, China will be able to use them as persistent civil-military bases to enhance its long-term presence in the South China Sea significantly. China demonstrated a willingness to tolerate higher levels of tension in the pursuit of its interests, especially in pursuit of its territorial claims in the East and South China Sea; however, China still seeks to avoid direct and explicit conflict with the United States. China's leaders understand that instability or conflict would jeopardize the peaceful external environment that has enabled China's economic development, which is central to the perpetuation of the CCP's domestic legitimacy. In the near-term, China is using coercive tactics short of armed conflict, such as the use of law enforcement vessels to enforce maritime claims, to advance their interests in ways that are calculated to fall below the threshold of provoking conflict. In the long term, Chinese leaders are focused on developing the capabilities they deem necessary to deter or defeat adversary power projection and counter third-party-including U.S.-intervention during a crisis or conflict. China's military modernization is producing capabilities that have the potential to reduce core U.S. military technological advantages.

Book excerpt: Over the past 30 years, China has made great progress in its pursuit of economic growth and development, which has allowed China to achieve higher living standards for the Chinese people and has increased China's international profile. These economic achievements, combined with progress in science and technology, have also enabled China to embark on a comprehensive transformation of its military. The pace and scope of China's military modernization have increased over the past decade, enabling China's armed forces to develop capabilities to contribute to the delivery of international public goods, as well as increase China's options for using military force to gain diplomatic advantage or resolve disputes in its favor. Earlier this decade, China began a new phase of military development by articulating roles and missions for the People's Liberation Army (PLA) that go beyond China's immediate territorial interests. Some of these missions and associated capabilities have allowed the PLA to contribute to international peacekeeping efforts, humanitarian assistance and disaster relief, and counterpiracy operations. The United States recognizes and welcomes these contributions. Other investments have allowed the PLA to pursue anti-access and area-denial strategies. Still others appear designed to improve the PLA's ability for extended-range power projection, although China's ability to sustain military power at a distance, today, remains limited. As the 2010 Quadrennial Defense Review Report notes, "China is developing and fielding large numbers of advanced medium-range ballistic and cruise missiles, new attack submarines equipped with advanced weapons, increasingly capable long-range air defense systems, electronic warfare and computer network attack capabilities, advanced fighter aircraft, and counter-space systems." Cross-Strait economic and cultural ties continued to make important progress in 2009. Despite these positive trends, China's military build-up opposite the island continued unabated. The PLA is developing the capability to deter Taiwan independence or influence Taiwan to settle the dispute on Beijing's terms while simultaneously attempting to deter, delay, or deny any possible U.S. support for the island in case of conflict. The balance of cross-Strait military forces continues to shift in the mainland's favor. The PLA has made modest improvements in the transparency of China's military and security affairs. However, many uncertainties remain regarding how China will use its expanding military capabilities. The limited transparency in China's military and security affairs enhances uncertainty and increases the potential for misunderstanding and miscalculation. As President Obama has said, "[the U.S.-China] relationship has not been without disagreement and difficulty. But the notion that we must be adversaries is not pre-destined." Sustained and reliable U.S.-China military-to-military relations support this goal by reducing mistrust, enhancing mutual understanding and broadening cooperation. China's recurring decision to suspend military exchanges has impeded this effort. The Department of Defense will continue to use its interactions with China to encourage it to play a constructive role in addressing common security challenges in Asia and globally. At the same time, the Department of Defense has a special responsibility to monitor China's military and to deter conflict. Through force posture, presence, capability developments, and actions to strengthen alliances and partnerships, the Department of Defense demonstrates the United States' will and ability to maintain peace and stability in the Asia-Pacific.

The United States suspended military contacts with China and imposed sanctions on arms sales in response to the Tiananmen Crackdown in 1989. In 1993, President Clinton reengaged with the top PRC leadership, including China's military, the People's Liberation Army (PLA). Renewed military exchanges with the PLA have not regained the closeness reached in the 1980s, when U.S.-PRC strategic alignment against the Soviet Union included U.S. arms sales to China. Improvements and deteriorations in overall bilateral engagement have affected military contacts, which were close in 1997-1998 and 2000, but marred by the 1995-1996 Taiwan Strait crisis, mistaken NATO bombing of a PRC embassy in 1999, the EP-3 aircraft collision crisis in 2001, and the PLA's aggressive maritime and air confrontations. Issues for Congress include whether the Administration complies with legislation overseeing dealings with the PLA and pursues contacts with the PLA that advance a prioritized set of U.S. security interests, especially the operational safety of U.S. military personnel. Oversight legislation includes the Foreign Relations Authorization Act for FY1990-FY1991 (P.L. 101-246) and National Defense Authorization Act (NDAA) for FY2000 (P.L. 106-65). A particular issue is whether the President is required to issue waivers of sanctions. Skeptics and proponents of military exchanges with the PRC have debated whether the contacts achieve results in U.S. objectives and whether the contacts contribute to the PLA's warfighting capability that might harm U.S. and allied security interests. Some have argued about whether the value that U.S. officials place on the contacts overly extends leverage to the PLA. Some believe talks can serve U.S. interests that include risk-reduction or conflict-avoidance; military-civilian coordination; transparency and reciprocity; tension reduction over Taiwan; weapons nonproliferation; talks on nuclear, missile, space, and/or cyber domains; counterterrorism; and POW/MIA accounting. Policy makers could review the approach to mil-to-mil contacts, given concerns about potential crises and conflicts. U.S. officials have faced challenges in gaining cooperation from the PLA. The PLA has tried to use its suspensions of exchanges while blaming U.S.-only "obstacles" (including arms sales to Taiwan, FY2000 NDAA, and air and naval reconnaissance operations). The PRC's harassment of U.S. ships and increasing assertiveness in maritime disputes showed some limits to mil-to-mil engagement, similar views, and PLA restraint. The U.S. articulations in 2011-2012 of a strategic "rebalancing" to the Asia-Pacific raised an issue of how to deal with China's challenges. The Administration's "rebalance" entails not only expanded engagement with the PLA, but also increasing exercises. The PLA Navy's invited participation for the first time in the U.S. Navy-led multinational exercise, RIMPAC, based at Hawaii in summer 2014 raised concerns in Congress and elsewhere. The U.S. Navy has increased some "interoperability" with the PLA Navy. The Defense Secretary issued the latest required annual report on June 5, 2014, concerning military and security developments involving the PRC, cooperation, and military-to-military contacts. The report noted that the PLA uses combined exercises to improve capabilities by learning from more advanced militaries and asserted that the Defense Department complies with the FY2000 NDAA in all military contacts with China. The U.S. Pacific Air Forces Commander sent a C-17 transport aircraft to China's Zhuhai Air Show in November 2014.
