In the case of Italian versions of the speeches and manifestos in French and German the present translator has compared his renderings with the originals and, where necessary, has brought them into closer accord with their sources. The headings throughout are translated from the Italian. The translator has added a few brief foot notes. Book excerpt: Excerpt from Collected Diplomatic Documents Relating to the Outbreak of the European War The object of this volume is to bring together the official correspondence published by the various European Governments relating to the outbreak of the present war. The correspondence thus collected is not new, though official translations of the Serbian and Austrian Books now appear for the first time. Such a compilation of documents for the most part already widely known may appear to need some justification. The work has been undertaken, not in order to excite new attention, but rather for the benefit of students of history and politics. In these days historical evidence is apt to become rapidly overlaid by a mass of commentary and criticism through which the student has to dig back to the original sources. This volume is mainly designed to facilitate such work. With this end in view, the intention has been to republish only those original documents which the various Governments have laid before the world as authentic records of events. Commentaries, even when proceeding from the Governments themselves, are therefore excluded. For instance, the preface to the cheap edition of the British White Paper is not reprinted in this volume. To this rule, however, certain exceptions have been made. For obvious reasons it has not seemed fair to exclude from a volume published in England the commentaries contained in the German White Book and the Austrian Red Book. Further, the special interest attaching to the question of Belgian neutrality has been held to justify the publication, in an appendix to the Belgian Grey Book, of certain commentaries, emanating from Belgian and British official sources, on the charges brought in Germany against the good faith of the Belgian and British Governments. It is, however, hoped that these commentaries will not distract attention from the original documents published in the same appendix. The same considerations have led to the inclusion, as an appendix to the German White Book, of Herr von Bethmann Hollweg's speech in the Reichstag on August 4, as containing the German case for the violation of Belgian neutrality. Finally, the attention excited by Signor Giolitti's speech in the Italian Parliament has seemed to justify its inclusion as an appendix to the Serbian Book. Documents which were not included in the collections originally published by the various Governments but have been published subsequently officially in the Press are given at the end of the volume (Part X). This, however, is not the case. The documents corroborate each other sufficiently to show that statements of fact given in official despatches by ambassadors to foreign ministers and vice versa can usually be accepted at face value. The numerous cross-references in the published correspondence enable us sometimes to detect false claims based on the omission, misinterpretation, or even the distortion of facts. Some discrepancies, however, are irreducible, and where such occur, the evidence presented by both sides is given. In deed, we are in danger of being engulfed by the multitude of books concerning its causes with which the world is flooded, many of which, it is believed, unlike the ark, will not survive the deluge; but notwithstanding the many, there is one book of an authoritative na ture whose chapters are the Official statements laid before the world by each of the belligerent governments, and the present volume justi fies its appearance and its claim to usefulness because it is composed exclusively of the appeals which each of the nations at war has made to public opinion. It is true that these many-colored books and papers have been more than once brought together and published, but there appears to have been in each case a special reason or an interested motive for so doing. The present publication has no purpose other than to lay be fore the reader the statements which the nations have been pleased to make as to the reasons which drove them to war (because apparently none of them wanted the war and yet each of them was forced into it), without an attempt to analyze the reasons given by the govern ments of the warring countries; to separate them into pretext or cause; to question their sincerity or to apportion praise or blame. The documents speak for themselves and the reader is left to judge. Now, the value of these documents is greater than the truth which they may contain, for they are the reasons which each nation would have us regard as the justification of its action, and from this stand point they are a contribution to the psychology of nations. Responsi ble statesmen thought that the publication of the documents would vindicate the propriety of their actions; otherwise the ministers of foreign affairs of the countries at war would not have issued them, and they thus furnish unimpeachable evidence of the processes of thought Obtaining in the chancellories of Europe. The documents are further valuable as evidences of the fact that the actions of the nations at war required justification, and for the additional and even more im portant fact that they are addressed not merely to their citizens or subjects at home, but primarily to the Opinion of neutral countries.
