Book excerpt: The Senior Community Service Employment Program (SCSEP) is the only federal job-training program for older adults and serves people aged 55 and older who live at or below 125% of the federal poverty level and experience long-term unemployment, disability, and other employment barriers. Using paper and online surveys, this study asked SCSEP participants about their experiences in the program as well as six dimensions of health and well-being: physical, cognitive, psychological, social, financial, and interpersonal. Participants reported that the benefits of the program encompassed not only personal finances, but also social engagement and self-confidence. Overall, they reported strong support from their supervisors who had a strong understanding of SCSEP's goals. Although most planned to search for a paid job after leaving SCSEP, a sizable majority were considering searching for a volunteer role as well. Most respondents also reported at least one chronic disease. Beyond the program's primary purpose of on-the-job training, most participants reported that through their participation in SCSEP, they learned about services and supports to help them financially as well as free or low-cost classes to increase their skills or knowledge. They were highly likely to tell their family, friends, and acquaintances about these resources, too. The sample highlights the diversity of SCSEP participants in Massachusetts regarding race, language, nativity, and education, among other factors. Findings suggest that while participants join SCSEP for help finding a job and the financial support that is a part of the program, they gain additional knowledge about additional financial, health, and training resources that they then share to their family, friends, and acquaintances.

Using paper and online surveys, this study asked Asian participants about their experiences in SCSEP as well as six dimensions of health and well-being: physical, cognitive, psychological, social, financial, and interpersonal. The results showed that Asian SCSEP participants in Massachusetts are a diverse group who are often in financially precarious positions and seeking paid work. Many are contributing to their communities by caring for children and adults in need and, if they are not already volunteering, many report interest in finding volunteer work. In addition to their financial precarity, these participants share experiences and traits that may make them more vulnerable or underrepresented in the U.S. context. These include their status as immigrants, speaking languages other than English at home, and having low educational attainment. Due to the rise in anti-Asian hate crimes and bias over the past few years, they may also be experiencing negative consequences that were not covered in this survey.

Book excerpt: The Senior Community Service Employment Program (SCSEP) is a U.S.-based job-training program that serves unemployed workers aged 55 and older with incomes at or below 125% of the federal poverty level. While federal funds are set aside to serve Asian workers in SCSEP, little is known about their characteristics and experiences. In response, this pilot study aimed to document the health, well-being, and experiences of older Asian SCSEP participants in Massachusetts through the completion of a survey. Respondents (N=39) ranged in age from 58 to 73 and identified as either Chinese (72%) or Vietnamese (28%). All were immigrants, and almost all spoke a language other than English at home. Most reported “good” health as well as financial difficulties. They also stated that their supervisors in their placements were supportive. On average, respondents noted moderate interest in searching for a paid job after exiting SCSEP, although more reported interest in searching for a volunteer role. Key to the success of this study was a robust collaboration with a local human services organization with strong ties to the Chinese and Vietnamese communities. The findings highlight the importance of this growing group of older workers.

Older adults often must re-enter the workforce in order to remain self-sufficient. The Senior Community Service Employment Program (SCSEP) is the only federal program that is specifically designed to assist low-income older adults by providing part-time community service jobs and training to prepare for employment. Since passage of the 2000 Older Americans Act Amendments (OAA), SCSEP has also increasingly focused on promoting economic self-sufficiency through placement in unsubsidized employment. In 2005, Congress appropriated about $439 million to serve about 100,000 older workers. Administered by the Department of Labor (Labor), SCSEP is implemented through 69 grantees, including 13 national organizations and 56 state and territorial agencies.
