Book excerpt: Poverty is a multidimensional phenomenon closely related to the low accumulation of human capital and scant economic opportunities for the poor. Government efforts to help households overcome poverty require actions on multiple fronts. The governments of Latin-America and the Caribbean are making important efforts to scale up innovative programs to increase the capabilities and economic opportunities of the poor. Increasingly, the implementation of these programs has been accompanied by significant efforts and resources to evaluate their impact and effectiveness. These evaluations have produced many useful lessons. This study reviews a set of rigorous impact evaluations, placing emphasis on extracting lessons to assess the development effectiveness and cost-effectiveness of these interventions. The results presented in this review show a mostly positive picture of the impact of the programs evaluated. Results of the evaluations have also proven to be useful for identifying program weaknesses, such as problems with targeting mechanisms or groups that are not reaping the full benefits of the program, and inducing the adjustments necessary to increase program effectiveness. The evaluation results and the experience in implementing these programs also raise various issues for the reform of social and fiscal policies in order to make public social expenditure more effective, pro-poor, and fiscally sustainable. Scaling up well-targeted programs is key to improving the distributive impact of spending.

It identifies interaction effects between SP programs and the behavioral responses of workers, firms and social protection providers, which can further undermine efforts to expand coverage, summarizing evidence from recent work across the region. It argues for a re-design of financing to eliminate cross subsidies between members of contributory programs and subsidies that effectively tax income from formal employment. Instead, it advocates well-targeted, tax-funded tapered subsidies to provide incentives to the savings efforts of low income workers, coupled with an effective safety net for the extreme poor who have no capacity to contribute to financing their own social protection arrangements. It also argues for the consolidation of programs and harmonization of benefits packages across different insurers. The book develops an overall conceptual framework and presents in-depth analysis of the main SP sectors of pensions, health, unemployment insurance and safety net transfers.

The right to social security, however, has been taken more seriously only since the 2000s, through calls for 'Social Security for All' and 'Leaving no-one behind'. The book investigates a major response, social cash transfers to the poor. The idea of simply giving money to the poor had been rejected by all major development organizations, but since the early 2000s, social cash transfers have mushroomed in the global South and on agendas of international organizations. How come? What programmes have emerged in which countries? How inclusive are the programmes? What models have international organizations devised? Based on unique quantitative and qualitative data and on newly created concepts and indicators, the book takes stock of all identifiable cash transfers in all Southern countries and of the views of all major international organizations. The volume argues that cash transfers reflect broader changes: new understandings of development, of human rights, of global risks, of the social responsibility of governments, and of universalism. Social cash transfers have turned the poor from objects of charity into rights-holders and agents of their own lives and of development. A repertoire of cash transfers has evolved that has enhanced social citizenship, but is limited by weak political commitments. The book also contributes to a general theory of social policy in development contexts, through a constructivist sociological approach that complements the dominant approaches from welfare economics and political economy and includes a theory of social assistance.

New policy ideas, especially “ideas that work,” are now able to find not only a worldwide audience but also transnational salience in remarkably short order. Fast Policy is the first systematic treatment of this phenomenon, one that compares processes of policy development across two rapidly moving fields that emerged in the Global South and have quickly been adopted worldwide⎯conditional cash transfers (a social policy program that conditions payments on behavioral compliance) and participatory budgeting (a form of citizen-centric urban governance). Jamie Peck and Nik Theodore critically analyze the growing transnational connectivity between policymaking arenas and modes of policy development, assessing the implications of these developments for contemporary policymaking. Emphasizing that policy models do not simply travel intact from sites of invention to sites of emulation, they problematize fast policy as a phenomenon that is real and consequential yet prone to misrepresentation. Based on fieldwork conducted across six continents and in fifteen countries, Fast Policy is an essential resource in providing an extended theoretical discussion of policy mobility and in presenting a methodology for ethnographic research on global social policy.
