Et le mouvement s’est encore amplifié récemment avec la sixième réforme de l’État, qui a confié aux instances régionales de nouvelles compétences (bail d’habitation, bonus logement, …). C’est dire si un ouvrage dédié spécifiquement aux politiques du logement menées par les Régions s’indique. Dans ce cadre, Bruxelles occupe une place à part. Région-Capitale, elle cumule les difficultés en effet : bâti ancien, loyers et prix de vente plus élevés que dans le reste du pays, moyenne de revenus des habitants plus faible en revanche, accroissement démographique important, réserves foncières quasiment épuisées, taux de vacance immobilière élevé, etc. Aussi, il a paru instructif d’étudier de près l’architecture normative déployée par la Région bruxelloise en vue de relever ces défis. Dans une ambition tendant à l’exhaustivité, tous les volets ou presque ont été analysés : insalubrité, inoccupation des logements, habitat social, accès à la propriété, parc locatif des communes et CPAS, agences immobilières sociales, aides et primes, règles anti-discrimination… sans oublier le droit au logement.

Comment les scénarios mis en oeuvre permettent-ils de penser les défis du futur, et de faire face aux évolutions de la démographie ? La recherche a permis de produire une cartographie inédite de la production immobilière de 10 logements et plus entreprise entre 1989 et 2007, fondée d’une part sur une typologie morphologique, et d’autre part sur une analyse des processus et des stratégies des acteurs immobiliers privés. Ce segment de la production immobilière s’insère dans un jeu de tensions urbanistiques lié à la nécessité de faire coexister, à l’intérieur des dix-neuf communes, deux dimensions de la ville : la ville comme pôle d’échanges économiques et la ville comme lieu de pratiques quotidiennes. Par ailleurs, dans la ville contemporaine, cette problématique de la mixité fonctionnelle se complexifie: on observe une diversification des échelles territoriales auxquelles il convient de référer les équipements de la centralité urbaine, ce qui multiplie les effets de frontière et radicalise les différents statuts entre les espaces constitutifs de la ville. La thèse de l’auteur est que Bruxelles ne souffre pas d’un problème d’espace pour les 20 ans à venir, mais que la situation qu’elle présente réclame une nouvelle manière de penser l’urbanisme.

To a certain degree, this observation is correct in the sense that a global mass culture is certainly being disseminated an sold all over the plane. But the world is at the same time increasingly diversified in terms of ethno-cultura identities. The tension between the trend toward cultural uniformity and the trend toward differentiation of identities is well captured by observing the evolution of social dynamics in cities. Most medium-sized and large European cities are today increasingly fragmented socially, economically and ethnically. Some of them are even becoming socially, ethnically an racially ghettoised. But at the same time, European cities remain places where intergroup encounters con develop and where cultural production takes place. The cities are the crossroads between the local and the global. The first aim of this book is to discuss the changes affecting the city and the role played by cultural diversity and ethno-national identities in those changes. The second aim is to examine some crucial issues and aspects of the current process of cultural diversification of cities and its impact on urban socio-economic, political and cultural activities.
