Book excerpt: Dans le registre des enjeux environnementaux contemporains, les questions énergétiques se classent aisément en tête de liste. Le secteur forestier est appelé à augmenter sa contribution au bilan énergétique québécois dans le répertoire des énergies renouvelables. En effet, le contexte économique actuel, la croissance générale de la demande énergétique, la volonté d'abandonner graduellement les combustibles fossiles et de nombreuses considérations environnementales soutiennent ce constat. La biomasse permet, entre autres, de limiter les émissions de gaz à effet de serre et d'agir comme outil de développement économique régional. Récemment, le gouvernement du Québec, par l'entremise de diverses actions, a mis de l'avant des politiques et des programmes afin de supporter le déploiement de la filière bois-énergie. Or, selon la littérature consultée, il manque actuellement des connaissances et des articulations entre plusieurs aspects de la filière afin d'en assurer le succès. De plus, les mesures potentiellement envisageables visant à stimuler de nouveaux marchés liés à l'utilisation de la biomasse semblent peu développées. En s'appuyant sur des enjeux environnementaux, sociaux et économiques, ce projet de recherche a pour objectif d'identifier et d'articuler les déterminants d'une politique sur l'utilisation de la biomasse forestière à des fins énergétiques afin d'éclairer les décideurs gouvernementaux au Québec. La démarche passe par la détermination des facteurs incitatifs et limitatifs à la mise en oeuvre et au développement du marché des bioénergies au Québec. La démarche appliquée, de type recherche inductive, aborde cinq grandes thématiques soit les facteurs: économiques; techniques; environnementaux; sociaux et d'acceptabilité sociale; ainsi que politiques et institutionnels de la filière. Il s'agit d'une approche exploratoire utilisant des méthodes qualitatives. Elle a permis de construire, à partir du point de vue des acteurs, un état des lieux donnant un panorama de la situation au Québec. Ce panorama sera analysé pour en tirer les grands déterminants à considérer pour guider les politiques dans ce champ d'activités ou pour identifier des domaines nécessitant plus d'investigation.
