The conference was organized by the Research Program in Industrial Economics (RPIE) in the Department of Economics at CWRU and was sponsored by The Cleveland Foundation, the Eaton Corporation, and The Standard Oil Company (later renamed BP America, Inc.). Their generous support is gratefully acknowledged. All of the papers have been revised, in several cases extensively, since their presentation at the conference. One of the primary reasons for organizing the conference was the concern that Industrial Economics has become too narrowly focused in most academic programs, largely being confined to Industrial Organization, i.e., issues of public policy towards enterprise with emphasis on antitrust and regulatory policy. This subject definition leaves out a number of interesting and important questions about how industries evolve over time, what the role of technological change (and organizational change) is in that process, and the associated structural changes within industries and firms. The object of this book is to derme these issues and suggest a framework within which they can be analyzed. I would like to thank all the conference participants for their contributions, particularly my colleagues at CWRU, Asim Erdilek and William S. Entry is divided into that portion coming from the creation of new plants and that portion arising from the acquisition of existing firms. Differences between large- and small-firm activity are also investigated. The effects of turnover on productivity, efficiency, wage rates, and profitability are extensively model led. Using various measures of firm turnover to proxy the amount of competition, the study examines and contextualizes the relationship between industry performance and the intensity of the competitive process.

Book excerpt: The objective of this report is to examine the extent to which countries in Latin America and the Caribbean participate in global value chains and what are the drivers of such participation. Production processes have been increasingly fragmented worldwide. For example, the production of the Boeing 787 Dreamliner involves 43 suppliers located in 135 locations around the globe. There are many examples like the Dreamliner, from the 451 parts that go into the iPod to the less technologically intensive but still widespread multi-country production of a Barbie doll. All this reflects significant changes in the way world production is being reorganized across national borders. That is, for many goods, production has become a multi-country process in which different stages are carried out in specialized plants in different parts of the world. Countries which specialize in different stages of the production process are thus linked by these global value chains. For developing countries, a clear opportunity from the continuous international fragmentation of production arises in the form of participating in activities that were virtually not opened to them in the past. Therefore, the international fragmentation of production provides opportunities for trade diversification, an issue that can be of particular importance for Latin America and the Caribbean as the region’s export base is in general highly concentrated in a few industries and particularly biased towards natural-resource intensive sectors. The aim is to identify whether there is policy space for implementing strategies that allow countries to improve their position in regional and global value chains.

We are attempting to optimize the parent company's books.". How can this perspective be changed so that the Canadian subidiary can gain a heightened sense of its independence as a profit centre, without a change occurring in ownership or formal control relationships? Canadian public policy, contends Samuel Wex, should seek to encourage maximization of the subsidiary's profits by focusing on its productivity and its international competitiveness. Its performance should stamp it as a good corporate citizen. In order to bring about this change of perspective, different approaches will be needed to create autonomous subsidiaries that are entrepreneurial and outward looking. These approaches, if adopted, could lead to an open-dorr policy to new foreign investment that would be entrepreneurial and innovative.
