The U.S. Army Corps of Engineers, the fourth largest landholding agency, uses the Real Estate Management Information System (REMIS) for recording its civil works inventory. The author was asked to determine whether REMIS could provide reliable information on the Corps¿ civil works land disposals from FY 1996 through 2006. Includes recommendations. Charts and tables.

The government's portfolio encompasses properties with a range of uses, including barracks, health clinics, warehouses, laboratories, national parks, boat docks and offices. As agencies' missions change over time, so do their real property needs, thereby rendering some assets less useful or unneeded altogether. This book begins with an explanation of the real property disposal process and then discusses some of the factors that have made disposition inefficient and costly. Discussed also are real property legislation introduced in the 111th Congress that would address these problems and policy options for enhancing both the disposal process and congressional oversight.

Recent progress notwithstanding, GAO's body of work on real property has found limitations in the overall reliability of data in GSA's government-wide database. OMB has reported on the status of federal real property disposals for fiscal years 2014 and 2015. GAO was asked to examine the reliability of the data used to report disposals and any efforts to improve the data. This report assesses (1) the reliability and reporting of government-wide disposal data for fiscal years 2014 and 2015, and (2) steps OMB, GSA, and three selected agencies have taken to improve disposal data. GAO analyzed the most recent FRPP data, agency documents, and interviewed OMB, GSA, and agency officials. GAO selected the Departments of Agriculture, Energy, and the Interior based on the highest numbers of disposed buildings. "
