Book excerpt: According to Anishinaabe tradition, the power to promote, restore and prolong life was a gift which had been given to their forefathers in times past by Nanabozho when he had taken pity on their sufferings. Mide elders with special healing powers passed on teachings concerning right living, the properties of special herbs and roots, and associated prayers, songs and dances to be used for ceremonies. Candidates were initiated into the Midewiwin society in a ritual drama which centred around the "shooting" of the initiate with a sacred shell or miigis. Mide leaders were respected and feared by other members of the Anishinaabeg since the powers thus obtained could be used both to aid and to harm other individuals. Euro-American accounts of the Midewiwin, or Grand Medicine Society, have focused primarily on the initiation rituals of the ceremony itself. The earliest surviving written accounts were created to impress audiences with the exotic nature of the rituals, which were often felt to be inspired by demonicforces. Succeeding generations of Euro-Americans documented the ceremonies in more detail, believing that such "primitive" practices would shortly die out as the Anishinaabeg became acculturated. Most Euro-American studies have focused on the Midewiwin as practiced at a particular time and place, rather than considering the Midewiwin within the wider context of Anishinaabe culture. This study demonstrates how the conflicting visions of Anishinaabe practitioners and Euro-American interpreters have resulted in widely divergent views of the same institution. The focus is on the Midewiwin as practiced by Ojibwa groups in the nineteenth century, since this was the formative period for Euro-American beliefs regarding the Midewiwin. However, the study also places the Midewiwin within the context of the broader Anishinaabe world-view, and traces some of the changes to the Midewiwin that occurred both among the Ojibwa and their Anishinaabe neighbours. It begins by tracing their presence within the terrain of colonial narratives to uncover, not only the ways in which they were subordinated to colonial ideological discourses but also, and more significantly, the suppressed story of coolie resistance that lies under the weight of such masks of conquest. It then moves on to show how postcolonial revisioning is able to reconstruct the Indian immigrants of Malaya as choreographers of the diasporic identity that they have left as the most significant legacy for contemporary Malaysian Indians. This book ultimately reveals the politics of Malaysian Indian identity from colonised to globalised grounds, and the ways in which the subaltern spaces of the former can be reclaimed and reterritorialised in the latter.

In Washington, it has been attacked first through the "New Federalism" and now through the "Contract with America." Outside the capital, environmental regulation is the subject of controversy as state and local officials struggle with new responsibilities, threats of industry exit, and challenges from grassroots groups. This book addresses the conundrum of regulation by tracing its source to the competing characterizations of regulatory legitimacy that have accompanied the growth of the American state. Bruce Williams and Albert Matheny identify three distinct languages--managerial, pluralist, and communitarian--used to articulate competing visions of regulation. They argue that each language posits a different understanding of the public interest and therefore a different relationship between the state, the market, and the public. Because all three languages are invoked in regulatory debates, disputants talk past one another, leaving fundamental issues of legitimacy and democracy unresolved or masked by unexamined assumptions. The authors propose a dialogic model for analyzing regulatory policymaking, drawing on postmodernist theory that claims that establishing single languages for understanding the world inevitably distorts communication. They then apply their analysis to case studies of actual environmental disputes over hazardous waste regulation in the 1980s and 1990s in New Jersey, Ohio, and Florida.

This work seeks to fuse a global governance perspective together with different interpretive approaches, offering a novel way of looking at international climate politics. Equipped with a common interpretive tool-kit, the authors examine different issue-areas and excavate the contours of an overall pattern – the depoliticisation of climate governance. It is this concept which represents the overarching theme connecting the different contributions, addressing issues such as how the securitization of climate change conceals its socio-economic roots; how highly political decisions and value-judgements are couched in the terms of science; how the reframing of climate change as a matter of economic calculation and investment narrows the scope of political action; and how the prevailing concentration on technological solutions to climate change turns it into a mere administrative issue to be tackled by experts. Highlighting the depoliticisation of highly political issues provides a means to bring the political back into one of the most important issue areas of 21st century world politics. The editors have assembled a series of 14 interpretive inquiries into discourses of global climate governance which aim to flesh out an interpretive methodology, demonstrating the value it offers to those seeking to achieve a better understanding of global climate governance.
