There is to be organized under the supervision of Mr. Ernest P. Bicknell, National Director of the Red Cross, * a local committee in each of the principal cities of the Ohio flood district. The local committees are to have supervision over all matters arising in connection with the relief and rehabilitation work in their respective localities subject to these regulations. These committees are to be fully instructed regarding the policies approved by the Commission and the Red Cross and are to be in direct relations with Mr. Bicknell. 2. A local treasurer is to be appointed for each local committee, whose duty it will be, subject to these regulations, to disburse such sums as may be assigned to him. 3. Yet the aftermath of two disasters in the United States–Canada borderlands--the Salem Fire of 1914 and the Halifax Explosion of 1917--saw working class survivors instead turn to friends, neighbors, coworkers, and family members for succor and aid. Both official and unofficial responses, meanwhile, showed how the United States and Canada were linked by experts, workers, and money. In Disaster Citizenship, Jacob A. C. Remes draws on histories of the Salem and Halifax events to explore the institutions--both formal and informal--that ordinary people relied upon in times of crisis. He explores patterns and traditions of self-help, informal order, and solidarity and details how people adapted these traditions when necessary. Yet, as he shows, these methods--though often quick and effective--remained illegible to reformers. Indeed, soldiers, social workers, and reformers wielding extraordinary emergency powers challenged these grassroots practices to impose progressive "solutions" on what they wrongly imagined to be a fractured social landscape.

The updated new edition confronts a further ten years of ever more expensive and deadly disasters and discusses disaster not as an aberration, but as a signal failure of mainstream 'development'. Two analytical models are provided as tools for understanding vulnerability. One links remote and distant 'root causes' to 'unsafe conditions' in a 'progression of vulnerability'. The other uses the concepts of 'access' and 'livelihood' to understand why some households are more vulnerable than others.
