The bulk of material is much greater on the side for Disarmament. The Big Army and Navy advocates are not doing so much talking now. They talked in the Preparedness campaign before 1916 when the navy building program was adopted and are now harvesting the fruits in the naval appropriation bill. Foster, Secretary of State to the President of the United States, December 7, 1892 The time set by Dr. Franklin has not yet run, but if the signs of the day do not fail, agencies are at work which will make his prophecy seem less chimerical than it was exactly one hundred and thirty - one years ago. The enlightened Czar of all the Russias called the nations into conference in 1898, to discuss the limitation of armament. A Conference of twenty-six nations was held at The Hague, in 1899, to consider this question and the methods of peaceable settlement; a Conference of forty-four nations met at The Hague, in 1907, in which, however, the question was mentioned but not discussed, although the methods of peaceable adjustment were again considered, and there are many who believe that a third Conference is destined to meet at The Hague in the not distant future, in which these subjects will be examined in the light of a recent and a disastrous experience. Great Britain and the United States, not the least respected coun tries in the society of nations, have entered into a compact, namely, the rush-bagot agreement of 1817 2 a compact which has stood the test of time, and the storm and stress of war. It should be borne in mind that this agreement was the outcome of the so-called war of 1812, between the two countries, and that the observance of its provi sions has kept peace along a boundary of well nigh four thousand miles. The first part of the volume relates to the subject of the limitation of armaments, and has heretofore been issued by the Division in English translation as No. 22 of this Pamphlet Series, the supply of which has been exhausted. The footnotes of the original have been enlarged by adding biographical and bibliographical data. It will be observed that the rush-bagot Agreement between Great Britain and the United States for the limitation of armament upon the Great Lakes of North America was not included among the documents submitted by the Nether land Government to the Hague Peace Conference. As the present publication consists solely of the documents laid before the Conference, it was not deemed advisable to insert it in the text. Inasmuch, however, as one of the documents included in the collection refers to the Agreement, it is, for the sake of complete ness, added in the form of an appendix. The reader interested in the Agreement will find it most conveniently perhaps in the second of the present series of pamphlets, entitled Limitation of Armament on the Great Lakes, being 'the report made under date of December 7, 1892, by the Honorable John W. Book excerpt: Originally published in 1985, the level of anxiety and suspicion between the USA and the USSR had rarely been higher. Many advocates of arms control believed that effective verification would reduce tensions and lessen the risk of war. This book analyses the two main issues of verification. One is technological: what are the present capabilities of various verification techniques and what is their potential? The devices and methods currently employed by the two major nuclear powers and by international organizations to monitor the compliance of states with arms control or disarmament treaties are examined. The second issue is political: how do US and Soviet approaches compare, what are the roles of domestic and bureaucratic politics, and on what criteria can a workable standard of adequacy be based? In short, how much is enough? Although the study concludes that a number of significant arms control measures can already be adequately verified, modern weapons are becoming more mobile and it is becoming easier to conceal them. There is a danger that the ability to hide weapons will outstrip the ability to find them. Verification cannot promise to detect all violations; a workable standard of adequacy in verification must derive from the ability to detect militarily significant violations.
