Book excerpt: The most important finding is that the traditional approaches to roles and missions in the DoD are no longer appropriate. The context has changed significantly in the years since the 1948 Key West Agreement addressed the question of who should do what in the U.S. military. The question is no longer "who does what" but how do we ensure that the right set of capabilities is identified, developed, and fielded to meet the needs of unified commanders. Outlines the future of the newly designed U.S.

Book Creating Defense Excellence

Download or read book Creating Defense Excellence written by Pat Allen Pentland and published by DIANE Publishing. This book was released on 2001 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DoD) has gone through some monumental changes in the last two decades, and it faces some enormous future challenges. The changes include the Goldwater-Nichols Defense Reform Act of 1986, which realigned authorities and responsibilities in the defense establishment, and the end of the Cold War, which brought about significant reductions in force structure. The challenges encompass the rise of new commitments and missions, the problem of adapting revolutionary information technology, and the evident need to reshape DoD's support systems, processes, and infrastructure. Both the changes and the challenges have made the need for defense reform evident. Numerous studies, commissions, panels, and Congressional reports have revolved around the single issue of transforming the Department to cope with the security needs of the 21st century. This Addendum offers recommendations that focus on structure and process, but here the NSSG also clearly states a vision--a set of desired outcomes--if the Department is to implement these recommendations. Thus, this summary aims to avoid a stovepiped examination of individual recommendations. Rather it offers an overview of the major recommendations and how they mutually reinforce each other to create excellence. This effort suggests seven future DoD outcome-oriented objectives worthy of pursuit that, if implemented, would make a remarkable difference in America's national security posture.

Book Directions for Defense Report of the Commission on Roles and Missions of the Armed Forces May 1995

Download or read book Directions for Defense Report of the Commission on Roles and Missions of the Armed Forces May 1995 written by and published by . This book was released on 1998 with total page 3 pages. Available in PDF, EPUB and Kindle. Book excerpt: The document provides the central message for DoD, that in the 21st century, every DoD element must focus on supporting the operations of the Unified Commanders in Chief (CINCs). Everything else that DoD does from furnishing health care to developing weapons should support that effort. Recommendations made throughout the report seek to concentrate all of DoD's activities toward that end. Military operations are planned and conducted by joint forces under the direction of the CINCs, not Military Services, defense agencies, or Pentagon staffers. The authors identified six attributes for DoD: (1) Responsiveness to needs that will change, (2) Reliability to perform in predictable and consistent manner, (3) Cooperation and trust that underpin unified operations, (4) Innovation in new weapons, organizations, and operational concepts, (5) Competition directed toward constructive solutions to complex problems, and (6) Efficient use of resources.

Book excerpt: What changes in China's modern military policy reveal about military organizations and strategySince the 1949 Communist Revolution, China has devised nine different military strategies, which the People's Liberation Army (PLA) calls "strategic guidelines." What accounts for these numerous changes? Active Defense offers the first systematic look at China's military strategy from the mid-twentieth century to today. Exploring the range and intensity of threats that China has faced, M. Taylor Fravel illuminates the nation's past and present military goals and how China sought to achieve them, and offers a rich set of cases for deepening the study of change in military organizations.Drawing from diverse Chinese-language sources, including memoirs of leading generals, military histories, and document collections that have become available only in the last two decades, Fravel shows why transformations in military strategy were pursued at certain times and not others. He focuses on the military strategies adopted in 1956, 1980, and 1993-when the PLA was attempting to wage war in a new kind of way-to show that China has pursued major change in its strategic guidelines when there has been a significant shift in the conduct of warfare in the international system and when China's Communist Party has been united.Delving into the security threats China has faced over the last seven decades, Active Defense offers a detailed investigation into how and why states alter their defense policies.

Book Defense Management

Download or read book Defense Management written by John Pendleton and published by DIANE Publishing. This book was released on 2010-10 with total page 18 pages. Available in PDF, EPUB and Kindle. Book excerpt: The DoD has sought improved efficiencies and cost reductions that could be provided by the private sector, using both competitions with private co. and processes to create high performing org. (HPO). OMB¿s Circular A-76 establishes fed. policy for the competition of commercial activities. DoD has conducted more A-76 competitions than any other fed. agency. However, the A-76 process has drawn criticism from both the public and private sectors. In light of these concerns, a panel of public and private sector experts convened to identify ways in which the fed. gov¿t. could improve the A-76 process. This report examined the extent to which DoD has made progress in implementing and evaluating the HPO initiative.
