Book excerpt: This paper presents the quarterly issue of the IMF’s Direction of Trade Statistics (DOTS). The term “country,” as used in this publication, does not in all cases refer to a territorial entity that is a state as understood by international law and practice; the term also covers some non-sovereign territorial entities, for which statistical data are maintained and provided internationally on a separate and independent basis. The information on exports and imports by trading partners that countries report to the Fund varies in terms of frequency and currentness. No estimates, however, are compiled for periods prior to 1981 or based on benchmark data referring to 1980 or earlier. Moreover, data reported from countries’ own records, even with longer delays, continually broaden the base of reported data, thereby replacing previously estimated figures. Area and world totals are compiled from reported data and these estimates.

Book excerpt: The United States has been deeply involved in the Middle East for more than a half century and seized with China's role in the world for a similar period of time. Up to now, the two issues have remained distinct. Increasingly, China's growing thirst for energy has brought it to the Middle East, where governments are curious how the growing superpower might fit into their own strategic understanding of the world. China's increasing role in the Middle East comes at a time when the United States is itself deeply enmeshed in the region, setting up the possibility of competition or even conflict between the two great powers. This volume explores the complex interrelationships among China, the United States, and the Middle East-what the authors call the "vital triangle." There is surely much to be gained from continuing the conventional two-dimensional analysis-China and the United States, the United States and the Middle East, and China and the Middle East. Such scholarship has a long history and no doubt a long future. But it is the three-dimensional equation-which seeks to understand the effects of the China-Middle East relationship on the United States, the U.S.-Middle East relationship on China, and the Sino-American relationship on the Middle East-that draws the authors' attention here. This approach captures the true dynamics of change in world affairs and the spiraling up and down of national interests. Central to this analysis is a belief that if any one of the three sides of this triangular relationship is unhappy, it has the power to make the other two unhappy as well. The stakes and the intimacy of the interrelationship highlight not only the importance of reaching accommodation, but also the potential payoff of agreement on common purpose.

Book excerpt: China in recent years has been pursuing its national interests through its exercise internationally of soft power and economic power as it projects nonconfrontational, friendly diplomacy to states in developing regions. Using its soft-power projection to promote its own national interests, China has not sought to replace or supplant the United States in its role of security provider in the Middle East, Southeast Asia, or Latin America. U.S. policymakers must recognize China's objectives of maintaining its own internal stability and economic growth as they craft policies to ensure the United States promotes its own policies effectively. The United States can do more to collaborate with China in the developing world, particularly in the areas of energy, health, agriculture, and peacekeeping. If such collaboration were to take place, both nations would find themselves working toward a great global public good.

We can date their first certain involvement from the fourteenth century, but East African city-states may have been trading with southern China even earlier. In the mid-twentieth century, Maoist China funded and educated sub-Saharan African anticolonial liberation movements and leaders, and the PRC then assisted new sub-Saharan nations. Africa and China are now immersed in their third and most transformative era of heavy engagement, one that promises to do more for economic growth and poverty alleviation than anything attempted by Western colonialism or international aid programs. Robert Rotberg and his Chinese, African, and other colleagues discuss this important trend and specify its likely implications. Among the specific topics tackled here are China's interest in African oil; military and security relations; the influx and goals of Chinese aid to sub-Saharan Africa; human rights issues; and China's overall strategy in the region. China's insatiable demand for energy and raw materials responds to sub-Saharan Africa's relatively abundant supplies of unprocessed metals, diamonds, and gold, while offering a growing market for Africa's agriculture and light manufactures.
