Book excerpt: Low-lying countries, such as the Netherlands, are strongly dependent on good and safe sea defences. In the past, the design of dikes and revetments was mostly based on vague experience, rather than on general valid calculation methods. The demand for reliable design methods for protective structures has, in the Netherlands, resulted in increased research in this field. These contributions have been prepared by Dutch experts participating in the study groups of the Technical Advisory Committee on Water Defences. The book opens with an outline of general strategy and methodology on sea defences, illustrated in the following chapters by technical information on specific items and Dutch experience, and it ends with more general aspects such as probabilistic approach, integral (multifunctional) design, management & safety assessment. Together, these chapters provide an almost complete technical overview of the items needed for the design and maintenance of dikes and revetments. The enclosed CRESS-program allows for an initial estimation of hydraulic loads and preliminary design.

Book excerpt: The design and construction concepts postulated for fabric-reinforced retaining dike construction were successfully verified under field conditions, and the method was found to a technically feasible, operationally practical, and cost-effective method of constructing retaining dikes on an extremely soft foundation when positive assurance of constructability is required. Development of an overall management plan, including location and design of dredged material retaining structures, is currently under way for the Pinto Island Disposal Area, and it is anticipated that fabric-reinforced construction will be used for at least another 4,000 lin fit of retaining dike at this location. A similar fabric-reinforced dike test section is currently being designed for placement on very soft (unde-watered) fine-grained dredged material in the Craney Island Disposal Area of the U.S. Army Engineer District, Norfolk. Several other Corps of Engineer operating elements are actively considering fabric-reinforced retaining dikes as an alternative to their current dike construction procedures. Use of the analysis technique, design methods, fabric selection criteria, and construction procedures summarized herein should allow qualified engineers and contractors to build successful fabric-reinforced retaining dikes for positive containment of disposed dredged material.

Frequent dike failures have been reported along with problems associated with high maintenance requirements. These problems can usually be traced to inadequate design and construction practices compounded by very poor site conditions. Site conditions will continue to be poor, but this in itself indicates the need for more comprehensive planning and design efforts along with improved construction practices. This report presents recommendations for proper investigation, design, and construction of retaining dikes to aid in ensuring that these dikes will be constructed with a minimum of problems and will serve their project requirements. Raising of existing dikes is covered as well as construction of new dikes. Recommendations are based on a survey of past Corps of Engineers design and construction practices for retaining dikes and current state-of-the-art design procedures for construction of earth embankments. The adaptation of diked disposal areas for aquaculture is especially interesting because DMCA's and aquaculture ponds share many characteristics​, including perimeter dikes, structures to regulate water levels, construction on impervious soils, and many similar permit requirements. This publication provides guidelines for evaluating and selecting sites and for designing and constructing sites for the uses of dredged material disposal and aquaculture. Book excerpt: These environmental guidelines for dike fields consist of environmental objectives, design procedures, and river-specific examples of currently employed environmental features that can be used to maintain or increase fish and wildlife habitat diversity. Design, construction, and maintenance of dikes can alter the water depth, current velocity, and substrate composition to increase habitat diversity of US Army Corps of Engineers waterway projects. Features that can be incorporated into dike fields to increase diversity are notches, low-elevation dikes, rootless dikes, and minimum maintenance practices. Other potential techniques include dredging to remove sediment, disposing of dredged material within the dike field, relocating old notches, placing additional rock, adding artificial reefs, and building control structures in side channel closure dikes. Two case studies--one on the Missouri River, one on the lower Mississippi River--of river response of dike field construction are presented. Aquatic habitat requirements of representative vertebrate species and of aquatic invertebrates in general are given in appendixes.
