Book excerpt: Sub-Saharan Africa is uniquely positioned significantly increase its current agricultural productivity to lift the region’s more than 400 million people out of extreme poverty and improve the livelihood of approximately 250 million smallholder farmers and pastoralists in the region. To achieve that, substantive digital transformation of the agriculture sector is required through improved infrastructure and increased access to and use of digital technologies for agriculture. To improve the current understanding of sub-Saharan Africa’s digital agriculture landscape, the Food and Agriculture Organization of the United Nations (FAO) and the International Telecommunication Union (ITU) undertook this study in 47 countries. The report is composed of 47 desk-based country case studies against six thematic focal areas, the aim of which is to present a snapshot of the status of digital agriculture in each country. This is followed by highlights of the main findings of the analysis of the country profiles with suggested steps for future action. The findings of the study are presented to FAO and ITU Member States, as well as all relevant stakeholders with the purpose of advancing and supporting investment in digital transformation of the agricultural sector in sub-Saharan Africa.

Addressing the challenges and seizing the available opportunities require news skills, capabilities and product development, which notably involves strongly anchoring digital technologies in all business processes. Falling costs of digital technologies and their popularisation are driving innovations to develop solutions to improve the productivity, incomes and resilience of farmers and food systems. This includes the building of more adaptive and agile value chains through use of data, leveraging the power of satellite observation and geodata to address pest and disease threats; the development of novel solutions for supporting farmers’ social protection; and the enhancement of traceability systems applied to food products from farm to fork. Book excerpt: The Digital Villages Initiative (DVI) of the Food and Agriculture Organization of the United Nations (FAO) is a corporate programme aiming to combat hunger, poverty and inequality by fostering digital rural transformation. This is being carried out through the establishment of, or support to 1 000 smart rural villages supplied with the digital services needed for agrifood systems and rural transformation to achieve the Sustainable Development Goals (SDGs). The DVI supports the FAO Strategic Framework 2022–2031, which responds to key global challenges, including those engendered by COVID-19, “a global crisis, which highlighted the critical mandate of FAO to ensure functioning and sustainable agrifood systems that allow for sufficient production and consumption of food” (FAO, 2021). The programme is being implemented in various regions of the world, including Africa. In sub-Africa, it is led by the Regional Office for Africa (RAF) of FAO and is being deployed on a pilot basis in a few countries. Lessons learned will be shared while opportunities for scaling up/replication in other countries will be explored. A call for expressions of interest was made to identify which countries were interested in participating in the initiative. Seven countries responded positively and have been preselected to be part of the initial pilot: Ghana, Kenya, Malawi, Niger, Nigeria, Senegal and Somalia.

ITU Offices for Europe and CIS regions in collaboration with FAO Regional Office for Europe and Central Asia developed this report on state of Digital Agriculture and Strategies developed in 18 countries. The emerging role of ICTs in Europe and CIS region is clearly observed and experienced as an engine for agricultural development, especially in view of the growing demand for reliable information and its quick access at all levels of the industry. The state of the digital agriculture ecosystem differs from country to country and is also fragmented by the regions, within the individual countries. There is an overwhelming wave of innovation in this area where a digital agriculture strategy can be helpful in finding the right path.

Unlike past technological revolutions in agriculture, which began on farms, the current revolution is being sparked at multiple points along the agrifood value chain. The change is driven by the ability to collect, use, and analyze massive amounts of machine-readable data about practically every aspect of the value chain, and by the emergence of digital platforms disrupting existing business models. All this allows for drastically reduced transaction costs and pervasive information asymmetries that plague the agrifood system. The success of the digital transformation, however, is not guaranteed as the risks it brings are numerous, including those related to data governance and inadequate competition within and between digital platforms. What’s Cooking: Digital Transformation of the Agrifood System investigates how digital technologies can accelerate the transformation of the agrifood system by increasing efficiency on the farm; improving farmers’ access to output, input, and financial markets; strengthening quality control and traceability; and improving the design and delivery of agriculture policies. It also identifies a key role for the public sector in maximizing the benefits of this process while minimizing its risks, through enabling an innovation ecosystem featuring open datasets, digital platforms, digital entrepreneurship, digital payment systems, and digital skills and encouraging equitable technology adoption.

It reports on the advances and setbacks of the past fifty years and offers options for the next fifty years. The next generation of agriculture heavily depends on data. The ability to capture, sort, analyze and extract actionable intelligence from large data sets to reveal patterns (human, climate, market) and related trends is an important emerging field. The increase in the use of Internet of Things (IoT) devices would only add to this data deluge. The Economist rightly called data as the world’s most valuable resource , while some calling data the new oil . Agriculture would be one of the major users of IoTs. How can individuals, organizations and governments build capacities and processes in place to take advantage of this huge influx of data. This coupled with existing data streams (weather, satellite imagery, markets etc.,) would create an ecosystem which if managed efficiently would provide rich dividents especially in the agriculture sector where the right information at the right time will make a great influence in the livelihoods of people involved in agriculture and allied activities. This publication looks at how various initiatives are leveraging data, related to agriculture value chains, to influence decision making and efficient service delivery together with addressing key building blocks such as interoperability, data sharing, data security and the necessary policies and regulations that are needed to be implemented to sustain the data ecosystem.
