The assessment reveals that the program has made meaningful contributions to improving worker safety and health in these fields. To enhance the relevance and impact of its work and fulfill its mission, the NIOSH Agriculture, Forestry, and Fishing Program should provide national leadership, coordination of research, and activities to transfer findings, technologies, and information into practice. The program will also benefit from establishing strategic goals and implementing a comprehensive surveillance system in order to better identify and track worker populations at risk.

Book excerpt: Knowledge generation and transfer mechanisms are being transformed in important and controversial ways. Investment in research and development has increased in response to recognition that scientific productivity is tightly connected to economic dynamism. Patent protection has been expanded in order to stimulate higher levels of private investment. Intellectual property rights held by public organizations and researchers are now increasingly transferred to private organizations to accelerate the diffusion and enhance the value of knowledge produced by public agencies and universities. Additionally, new institutions such as university offices of technology transfer, venture capital markets, and a variety of consortia in knowledge-intensive industries are being established throughout the United States and in other parts of the world. These changes have led to a repositioning of the state in systems of innovation and an increase in the proprietary character of technical information. The purpose of this book is to review and analyze i) contemporary transitions in agricultural knowledge generation and extension arrangements from an empirical perspective, and ii) emerging and contradictory perspectives as to how knowledge systems can be assessed effectively. The authors aim to provide the reader with a better understanding of the implications of new biotechnologies and new intellectual property rights regimes on public-private relations in science, the extent to which benefits from scientific knowledge are being appropriated by private sector actors, the diversity and possible outcomes of privatization initiatives in extension, and prospects for public goods production and ecological sustainability given contemporary trends. The book presents contrasting views on the degree of complementarity and substitution between private and public sector investments in research and extension. Recognizing that the labels `public' and `private' are incomplete and at times misleading descriptions of the structure and function of coordinating bodies in social systems, the analyses highlight ways in which public and private spaces and modes of functioning combine. In addition to illustrating a broad range of analytic methodologies useful for studying organizational questions in knowledge systems, the authors identify the implications of a range of past and potential institutional innovations.

Book excerpt: The paper reviews the literature on the characteristics and impact of opinion leaders on the diffusion of new knowledge, concluding that there is no clear evidence on whether opinion leaders are more effective if they are similar in socioeconomic attributes to the other farmers rather than superior to would be followers. A multivariate analysis of the changes in integrated pest management knowledge in Indonesia among follower farmers over the period 1991-98 indicates that opinion leaders who are superior to followers, but not excessively so, are more effective in transmitting knowledge. Excessive socioeconomic distance is shown to reduce the effectiveness of diffusion. The paper then derives operational implications of the empirical results.

However, the FFS approach appears to be more costly than alternative less intensive approaches of knowledge transfer. High per capita expenditures are more justified, if knowledge can be disseminated through informal farmer-to-farmer interactions. Participatory extension approaches therefore rely on interpersonal channels and group mechanisms for diffusing greater awareness and facilitating learning among the group of untrained farmers. Although diffusion is not an explicit goal of the FFS approach, it is nevertheless a desired side-effect, which could invalidate the reproach of fiscal unsustainability. Several empirical studies found that knowledge generated by participatory extension training does not always sufficiently diffuse to non-participating farmers, because of the complexity of knowledge imparted in the course of a FFS. Farmers nevertheless exchange their experiences with each other, and thus, information about IPPM is being disseminated in the villages. This diffusion of information can have a significant impact on adoption behavior and be an important factor for a successful introduction and establishment of an innovation like IPPM. This case study, conducted in the Région de Niayes in Senegal in 2004, investigates the effects of training intensity on the diffusion of information. The data has been analysed using a logistic regression model as well as the ordinary least-square (OLS) -estimation model. The results show that the proportion of trained farmers affects the dissemination of IPPM-related information. A higher share of FFS participants increases the individual exposure of non-participants. In addition, the quantity of information that is shared is higher. A second level of impact is the stage of adoption of FFS farmers and the observability of IPPM practices and benefits, which is a crucial variable for the intrinsic motivation of exposed farmers to adopt such technologies.

Investments in public Research and Development, extension, education, and their links with one another have elicited high returns and pro-poor growth, but these investments alone will not elicit innovation at the pace or on the scale required by the intensifying and proliferating challenges confronting agriculture. Experience indicates that aside from a strong capacity in Research and Development, the ability to innovate is often related to collective action, coordination, the exchange of knowledge among diverse actors, the incentives and resources available to form partnerships and develop businesses, and conditions that make it possible for farmers or entrepreneurs to use the innovations. While consensus is developing about what is meant by 'innovation' and 'innovation system', no detailed blueprint exists for making agricultural innovation happen at a given time, in a given place, for a given result. The AIS approach that looks at these multiple conditions and relationships that promote innovation in agriculture, has however moved from a concept to a sub-discipline with principles of analysis and action. AIS investments must be specific to the context, responding to the stage of development in a particular country and agricultural sector, especially the AIS. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth.
