Book excerpt: Die politische Diskussion und das öffentliche Interesse der Gegenwart zeigen, daß die Kulturpolitik als jüngstes politisches Teilgebiet zunehmend an Bedeutung gewinnt. Es dauerte jedoch sehr lange, bis es zu der Verbindung des Begriffs der Politik mit der Kultur kam. Erst in diesem Jahrhundert ist diese Ver bindung in den politischen Wortschatz eingedrungen. Zahlreiche Hinder nisse stellten sich ihr entgegen. Die Überbetonung des macht staatlichen Elementes auf der staatlichen Seite führt auf der Seite außer staatlichen Kulturträger zu der Betonung der absoluten Eigenständigkeit der Kultur. Auf diese Weise blieb der enge Zusammenhang zwischen Politik und Kul tur lange Zeit unbeachtet. Die geistigen Mächte wirken jedoch nicht in einem vom Politischen getrennten Raum. Sie üben im Gegenteil starke politische Wirkungen aus und werden ihrerseits von der Politik beein flußt. Besonders auffällig ist die enge Verbindung von Kultur und Politik auf dem Gebiet der Außenpolitik, wo die kulturelle Außenpolitik ein we sentlicher Bestandteil der auswärtigen Beziehungen geworden ist, auf den heute fast kein Staat mehr verzichtet. Die Bedeutung einer einheitlichen und breit angelegten Kulturpolitik ist verhältnismäßig spät in das politische Bewußtsein gedrungen, obwohl es in der Vergangenheit an besonderen staatlichen Bemühungen auf kulturel len Teilgebieten nicht fehlte.
